This is my first briefing to the Security Council on South Sudan and I would like to focus on four issues: the humanitarian outlook for the coming months, humanitarian access constraints, current aid delivery, and the help we seek from the Council to guarantee free and consistent access to all those who need humanitarian assistance and protection. KAMPALA, December 5, 2017 – Ending child marriage today could generate $3 billion per year for Uganda by 2030, says a new report published by the World Bank. In contrast, the perpetuation of child marriage would lead to lower educational attainment for girls and their children, higher population growth, substantial health risks, higher intimate partner violence, and lower earnings for women, as well as higher poverty.

Originally established in 1997 to receive refugees fleeing the Second Sudanese Civil War, Maaji settlement II and III were re-opened in 2015 to host new refugee arrivals from South Sudan. While the settlement is no longer receiving new arrivals, humanitarian partners continue to support efforts to improve standards and services for refugees and host community alike.

Gaps and Challenges

  • Insufficient permanent health facilities and lack of an outreach unit leave facilities crowded and health services overstretched.

In August 2014, eight months after the war in South Sudan began, the African Committee of Experts on the Rights and Welfare of the Child (ACERWC) described it as “a war on the children of South Sudan”. More than three years later, the violence in South Sudan continues, and children continue to be the victims of atrocities and to suffer from the worsening humanitarian crisis the war has caused.
