The four-year-old International Criminal Court (ICC) recently began its first case, a hearing to determine whether there is enough evidence to bring to trial a Congolese citizen accused of conscripting child soldiers to fight in the country's civil war. The world's first permanent court dealing with grave crimes has focused its initial efforts on Africa and already is creating a stir related to two of Africa's most serious problems-the crisis in Darfur and the conflict in northern Uganda.
