RECOVERY AND DEVELOPMENT

Situation analysis: Migration season has begun, with nomadic camps reported ca. 45 km West of Abyei Town. Misseriya groups still oppose any border demarcation. There were road blocks particularly in the area 11 km North of Um Kheir (between Abyei and Mujlad) during the reporting week hampering access to the area.

The Three Transitional Areas

ABYEI

Situation analysis: Scepticism amongst Misseriya towards the PCA ruling persists. Fears over possibly losing traditional grazing rights need to be taken into consideration during public education on the PCA and progress in recovery.

The Abyei Administration is hindered by internal conflict. During reporting week the Governor Arop Moyak suspended the Minister for Local Governance (NCP). In addition the Abyei Legal/Prosecutor office was closed for two weeks, following a dispute between the Governor, the SPLM and GoSS- Ministry of Legal Affairs.

Abyei area was calm over the reporting period. Access limited by rain or security concerns posed difficulties to the Boundary Demarcation Teams.

Migration: The Abyei Area Chief Administrator re-emphasized that the Government is committed to protect the Misseriya nomads' right to migrate.

An AMIS officer was killed in an ambush in Kutum, North Darfur.

General:
On 1 February, a spokesman for the US State Department expressed hope that Southern Sudan will remain as the mediator of talks between the Government of Uganda and the LRA. The US was concerned that a change in mediator will only delay peace in the region.

General

Health:

The outbreak of acute watery diarrhoea in Yei town was declared over on 19 March, six weeks after it started on 28 January. The outbreak peaked sometime during the first week of February. The spread of the disease amongst the vulnerable population has been contained in Juba and Yei although occasional new cases and deaths are reported, especially from remote villages and health facilities.

The Federal Ministry of Health together with WHO, UNICEF and NGOs established after reports of outbreaks of meningococcal meningitis in the country.
