During the 12 month reporting period, the International Federation of Red Cross and Red Crescent Societies’ (IFRC) Disaster Law Programme (DLP) continued its work promoting legal preparedness for disasters. Pursuant to the mandates assigned to the IFRC at the 28th, 30th, 31st and 32nd International Conferences of the Red Cross and Red Crescent, the programme focused on supporting National Societies (NSs) to meet the following main goals:

Kinshasa/Nairobi/Geneva, 17 October 2018 – Conflict and insecurity are hampering Ebola responders’ work, raising fear that the outbreak may reach a tipping point that sees the virus to spread to more provinces of the Democratic Republic of the Congo (DR Congo) and neighbouring countries, warns the International Red Cross and Red Crescent Movement.

In response to this, as well as a recent upsurge of Ebola cases in DR Congo, the International Federation of Red Cross and Red Crescent Societies (IFRC) is scaling-up community-level preparedness in four countries.

Description of the disaster

Effects of inter-communal violence that broke out in Ituri region of the Democratic Republic of Congo (DRC) in December 2017; including abductions and killings in North Kivu resulted in mass displacement and flight of Congolese through Uganda’s South-Western border points in Bunagana, Kisoro district and Lake Albert in Hoima district.

This revised Emergency Appeal seeks a total of 4,503,319 Swiss francs (out of which 1,545,081 Swiss francs is covered by bilateral response) increased from 2,670,638 Swiss francs to enable the Uganda Red Cross Society (URCS) to deliver assistance for 216,666 people (increased from 136,666 people) in Water, Sanitation and Hygiene (WASH), health and care, protection (psychosocial support and prevention) and National Society capacity building for a total of 22 months. The operation is moving from an emergency response phase to a longer-term one with timelines adapted to field circumstances.
