September 23, 2018 (GULU) – A group of refugees living in Uganda have appealed to South Sudan’s warring factions to ensure the recently signed peace agreement is fully implemented.

The group, which comprised of 20 youth, were deliberating at a one-day workshop organized by Remembering Ones We Lost (ROWL) on the theme ‘Youth dialogue on sustainable peace in South Sudan’.

Since the outbreak of conflict in South Sudan in December 2013, an estimate of 2.4 million people have been displaced to neighbouring countries. The movement has been fuelled by insecurity, economic crisis and drought, yet is but one of the latest waves of displacement seen over multiple generations. According to estimates, a third of the population of South Sudan remains displaced, of which the vast majority are women and children.

Abandoned shops line the streets of once bustling towns across Ayaci and Magwi County near Torit in the eastern part of South Sudan. Places like Obbo, Pajok, and Pugee appear deserted, save a few women trading what little crops they have cultivated, or small groups of elderly men taking their tea.

“The situation we are having here is because of hunger. People have run away to the [refugee] camps [in Uganda]. Few have come back, so we are facing difficulties for food and crops to be planted,” explains David Omwony, a citizen of Obbo Payam.

In July, hostilities between armed groups and inter-communal fighting persisted in most of the country. In Western Bahr el Ghazal, fighting was reported between armed groups in Mboro and Bisellia in Wau County. Several IDPs from Wadhalele have arrived in Wau town. Civilians in Nagero were also displaced to Tambura town and Bazia in Western Bahr el Ghazal due to insecurity and conflict. In Central Equatoria an estimated number of 15,000 IDPs were reportedly displaced by conflict in Tore, Yei County. Thirty-seven civilians were abducted in Minyori Payam, Yei County.

Introduction

Following the outbreak of violence in Juba in July 2016, the conflict in South Sudan expanded to previously peaceful areas, including the Greater Equatoria region (Central, Eastern, and Western Equatoria states). Many areas in the Greater Equatoria region are largely inaccessible to humanitarian actors due to insecurity. As a result, only limited information is available on the humanitarian situation outside of a few large towns and displacement sites.
