The Famine Early Warning Systems Network (FEWS NET) monitors trends in staple food prices in countries vulnerable to food insecurity. For each FEWS NET country and region, the Price Bulletin provides a set of charts showing monthly prices in the current marketing year in selected urban centers and allowing users to compare current trends with both five-year average prices, indicative of seasonal trends, and prices in the previous year.

MESSAGES

  • The Deyr/short rains season is coming to an end in the Horn of Africa, with little to no rainfall in many areas since mid-November, and little to no rainfall forecast for the next two weeks. Following a significantly delayed start of season and below average seasonal rainfall, below-average crop yields are expected in rainfed areas of southern Somalia and eastern Kenya.

The European Commission has announced today 13 new actions worth €174.4 million under the EU Emergency Trust Fund for Africa to support refugees and host communities in the Horn of Africa region.

Large-scale Emergencies continue in South Sudan, Somalia, Yemen, and Ethiopia

Key Messages

  • Conflict and drought are driving very high assistance needs in East Africa and Yemen, with more than 35 million people likely to require humanitarian assistance by May 2018. Sustained, large-scale humanitarian assistance is needed to protect livelihoods and mitigate the potential for loss of life.

A joint initiative of the African Development Bank (AfDB) and the Islamic Development Bank (IsDB) will boost agriculture value chains and enhance drought resilience in Nigeria, Somalia and Uganda. The initiative is part of a broad coalition to boost collaboration between the two institutions in agriculture, water and sanitation. The combined active portfolio of both institutions in these sectors in Nigeria, Somalia and Uganda is worth US$1 billion, with several projects in the pipelines to expand their support.

More than 106,005 cholera / AWD cases and 1639 deaths (Case Fatality Rate: 1.5%) have been reported in 12 of 21 countries of Eastern and Southern Africa Region (ESAR) since the beginning of 2017. These countries include; Angola, Burundi, Kenya, Malawi, Mozambique, Rwanda,
Somalia, South Sudan, Tanzania, Uganda, Zambia and Zimbabwe. Of the countries reporting,
Somalia accounts for 74% of the total cases reported in 2017, followed by South Sudan at 16%.

Deyr rains performed poorly in October in southern Somalia, with increases in early November

KEY MESSAGES

  • The onset of the Deyr (October to December) season was significantly delayed over parts of southern and central Somalia by 20-30 days. Rainfall totals in October were less than 50 percent of average, following by increases in rainfall during the first 10 days of November. Seasonal performance has been better in neighboring areas Ethiopia, where rainfall has been average to above average.

Deyr rains perform poorly in early October in southern and central Somalia

KEY MESSAGES

  • The Deyr (October to December) season is delayed over southern and central Somalia, with rainfall totals less than 80 percent of average across many areas. In southeastern Ethiopia, rainfall has been average to slightly above average, but concentrated within 1-2 days of rainfall.

On 27 September 2016, the UN High Commissioner for Refugees, Filippo Grandi, appointed Ambassador Mohamed Abdi Affey as Special Envoy for the Somali Refugee Situation.
He said, “The path towards stability and prosperity in Somalia must include solutions for Somalis in exile through the region,” adding that the Special Envoy would assist UNHCR to maximize efforts in the search for solutions for Somali refugees and asylum seekers at national and regional levels.

6 of the 21 countries in Eastern and Southern Africa have over 20% of their population using an unimproved water source and they include; Ethiopia, Somalia, Tanzania, Zambia, Mozambique and Madagascar. Of these countries, Somalia has recorded the highest number of cholera cases and deaths. Countries which have 11 to 20% of their population using unimproved water sources include; South Sudan, Uganda, Rwanda, Burundi, Eritrea, Angola, Zimbabwe and Lesotho. 5 of these countries (South Sudan, Rwanda, Burundi, Angola and Zimbabwe) have reported outbreaks in 2017.

3 of the 21 countries in Eastern and Southern Africa have over 50% of their population using unimproved sanitation facilities and they include; Tanzania, Ethiopia and Uganda. Cumulatively, Tanzania has reported 2697 cases since the beginning of 2017. Countries which have 25 to 50% of their population using unimproved sanitation facilities include: Somalia, Kenya, Burundi, Malawi, Mozambique, Zambia and Madagascar. Cumulatively, these countries have reported 83, 346 cases in 2017, and majority of these cases emerging from Somalia.
