The World Food Programme today approved a new relief food operation for northern Uganda where insurgency by rebel forces has caused an increasing number of people to flee their homes. Some 220,000 people in the Gulu and Kitgum districts have been uprooted and are consequently impoverished, many of them during the last three months when rebel attacks spread heavily into the Kitgum area.

5.1 As of 4 November, 10,000 people had crossed the border from Zaire into Uganda at Ishasha and 6,800 at Kisoro (the majority being Zairian nationals). WFP provided CSB to people at both locations. On 4 November BBC reported that rebels had taken control of Ishasha border post. The rate of arrival of refugees into Uganda decreased over subsequent days.

Some of you have asked about media reports from the region regarding an attack on UN premises in Pakelle, northern Uganda, on Monday. What we know so far is: Unidentified armed men on Monday attacked UNHCR's office and staff quarters in two separate areas of Pakelle, about 600 kms north of Kampala, setting trucks and equipment ablaze but causing no casualties.

The ICRC and the Uganda Red Cross Society are carrying out the first stage of a new joint relief operation for displaced people in the Koboko area of north-western Uganda. Some 2,500 families are housed in two camps, Benge and South Kochi, after fleeing their homes near the Sudan border earlier this year because of clashes between the West Nile Bank Front and Ugandan government troops.
