Executive Summary

In 2007, the hitherto conflict affected northern and north eastern regions of Uganda witnessed further improvements in the security situation and peace as a result of the signing of the land mark Cessation of Hostilities Agreement between the Government of Uganda and the Lords Resistance Army (LRA) in August 2006. This resulted in massive population movements with over 90% of the 466,103 IDPs population in Lango subregion returning to their original home lands.

I. HIGHLIGHTS

- During the month of December, the most significant humanitarian issues were health concerns, particularly the outbreak of Ebola Hemorrhagic Fever. While the Ebola outbreak remained restricted to one district of western Uganda, it posed a source of grave concern and heightened surveillance countrywide.

Protection et assistance de 31 707 réfugiés et demandeurs d'asile, dont 18 660 Congolais installés dans les camps de Gihinga (Mwaro), de Gasorwe (Muyinga) et de Musasa (Ngozi), et 222 Rwandais dans le camp de Giharo (Rutana). Le HCR au Burundi assiste sous diverses formes et veille également à la protection de quelque 12 774 réfugiés urbains, dont 99 % sont originaires de la République Démocratique du Congo (RDC).

We interviewed over 900 individuals and carried out direct and participant observation in manyattas (the social, cultural, political, and economic unit for an extended family or several families), kraals (mobile cattle camps/fortified cattle enclosures) and town centers throughout Karamoja.

Summary of the report

The present nutrition and health survey was carried out in the Katakwi district of Uganda to assess the nutritional and health status of the population after the floods which hit the Region of Teso from July to October 2007.

Data were collected from December 14th to 21st, 2007. The methodology follows SMART guidelines using a two stage 30x30 cluster sampling.

Executive Summary

The Karamojong live astride the borders of Uganda, Sudan, Kenya, and Ethiopia. The estimated 1.4 million members of the pastoral and agro-pastoral ethnic groups who constitute what is known as the Karamoja Cluster mostly share a common language and culture. They have long been politically and economically marginalized and exploited. Successive colonial and post-independence regimes have failed to understand the root causes of cattle raiding and arms trafficking in the region or to seek any non-violent responses to endemic violence and anarchy.

Recurrent drought following several poor rainy seasons has led to food insecurity and widespread malnutrition in the countries of the Horn of Africa region (Eritrea, Ethiopia, Djibouti, Kenya, Somalia and Sudan). The public health and food security situation is poor. Poor nutrition, a rising number of people living with human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS) and increasing incidence of other infectious diseases all contribute to high levels of morbidity and mortality in the subregion.

The Ministry of Health wishes to update the general public on the Ebola situation in the country. The cumulative total is 144 patients with 37 deaths.

In Bundibugyo District, 9 people are currently admitted, 4 in Kikyo Health Centre and 5 in Bundibugyo Hospital. Of these, 4 new cases have been registered in the last 24 hours, 3 in Bundibugyo Hospital and 1 in Kikyo Health Centre.

The Ministry of Health urges the public to avoid unnecessary movements and gatherings especially in the districts around Bundibugyo i.e.

The downfall of Otti

We've heard that Kony killed Otti, his number two, although he says he's imprisoned. I don't know what the truth is but if it's true it's very bad. Otti was the one who was most involved and positive towards the peace talks.

KAMPALA, Dec 27, 2007 (Xinhua via COMTEX) -- The deadly Ebola outbreak in the western Ugandan district of Bundibugyo has receded with only one case in the isolation ward and no deaths recorded in the last four days, a senior health official has said.

Sam Okware, chairperson of the National Task Force for Ebola, told Xinhua by telephone Thursday that though the disease is receding health workers in the district are still on alert.
