This Weekly Bulletin focuses on selected acute public health emergencies occurring in the WHO African Region. The WHO Health Emergencies Programme is currently monitoring 58 events in the region. This week’s edition covers key new and ongoing events, including:

*The figures presented reflect the refugee population covered by the Burundi Regional Refugee Response Plan and includes Burundian refugees who fled since April 2015, as well as some 37,000 Burundian refugees who had sought asylum in the region prior to April 2015. In addition to the population above, there are some 13,200 Burundian refugees and asylum seekers in Kenya, 4,800 in Mozambique, 7,529 in Malawi and 5,010 in Zambia who are assisted within the respective country-level programmes.

Drawing from examples in 32 African countries, the report highlights some of the measures in place that contribute to the effective and humane governance of migration, while avoiding the use of unnecessary immigration detention.

On 15 May 2018, more than 60 participants attended a focus event on the Africa Disaster Risk Financing (ADRF) Initiative, which took place in the margins of the 14-18 May Understanding Risk Forum in Mexico City. Among the participants were 40 delegates from 14 Sub-Saharan African governments (Cabo Verde, Ethiopia, Ghana, Kenya, Lesotho, Madagascar, Malawi, Mozambique, Nigeria, Seychelles, Sierra Leone, Swaziland, Tanzania, and Uganda).

Highlights

More than 17,479 cholera / AWD cases and 268 deaths (Case Fatality Rate, 1.5%) have been reported in 10 of 21 countries of Eastern and Southern Africa Region (ESAR) since the beginning of 2018. These countries include; Angola, Kenya, Malawi, Mozambique, Rwanda, Somalia, Tanzania, Uganda, Zambia and Zimbabwe. Zambia accounts for 23.4% of the total case load reported this year followed by Kenya at 22.5%.

Despite a decrease in rainfall, flooding continues in East Africa.

  1. Due to poor rainfall since November western Namibia is in a severe drought. Conditions may worsen as limited rain is forecast next week.

  2. In southwestern Madagascar, an uneven and inadequate rainfall distribution since the start of the rainfall season has resulted in severe drought. Drought conditions are likely to persist.

Flooding continues in Somalia and Kenya

  1. Due to poor rainfall since November western Namibia is in a severe drought. Conditions may worsen as limited rain is forecast next week.

  2. In southwestern Madagascar, an uneven and inadequate rainfall distribution since the start of the rainfall season has resulted in severe drought. Drought conditions are likely to persist.

  3. Insufficient rain since January has resulted in large moisture deficits and below-average vegetation conditions over portions of northwestern Angola.
