Finland has strengthened the rights of persons with disabilities especially in the humanitarian assistance sector. Progress has been made in recent years at both the political and project levels. The results are presented in the Development Policy Results Report 2018, which was published in November.

During the first nine months of 2018, just under 25,100 refugees were submitted by UNHCR for resettlement' to 19 countries in Europe.2 This is 24% less than the same period in 2017, but already two-thirds more than the average rate of 15,400 submissions per year during the previous 10 years.

COOPI’s worldwide operations increased once again in 2017. It means also that the number of humanitarian crises we have tried to respond to as effectively as ever has increased. We have decided not to limit ourselves to intervening when there is an emergency, only to then move on elsewhere; instead, we remain alongside the communities hit by those emergencies in the medium-to-long-term, so as to help them overcome their critical issues and launch a reconstruction process.

Although enrollment in education in developing countries has increased, millions of children remain out of school. The situation is especially dire at times of a conflict; globally, half of all out-of-school children live in conflict-affected areas.

Humanitarian crises tend to be long and extremely complex, and therefore affect well-being and education over a long period. Most refugee adolescents and youth are out of school.

MIGRANT BASELINE

The 21th round of data collection took place in July and August 2018. During this round a revised version of the data collection methodology was used to capture additional information on the needs and challenges migrants are facing.

DTM identified there to be at least 669,176 migrants in Libya. Migrants were identified in all baladiyas, within 554 communities and originated from more than 41 countries.

There is a desperate shortage of decent jobs in developing countries. Finn Church Aid’s (FCA) investment company responds to this need by introducing a new tool to Finland’s development policy.

Finland will invest EUR 16 million in small businesses that create jobs through FCA Investments Ltd, a new company established by FCA. The investment is made in a form of a loan and, according to the terms and conditions of the loan, assets will be paid back with interest to the State of Finland in 18 years with profits from investment activities.
