The African region experiences around 100 public health events annually, of which 80% are caused by infectious diseases. Although only a portion of these public health events are caused by emerging and dangerous pathogens (EDP), recurring outbreaks of diseases such as Ebola Virus Disease (EVD) and Dengue Fever/Dengue Haemorrhagic Fever are a feature of the regional situation.

With the goal of improving the lives and livelihoods of its citizens, the government of Uganda is embarking on an ambitious mission to modernize its weather, water and climate monitoring systems. These updated systems will save lives, build better livelihoods for smallholder farmers, and foster climate-smart decisions which will propel the nation’s economy forward.

Key Findings
- Insecurity has reduced local population access to crops this growing season, resulting in a highly dependent market population to meet food gaps.
- Kenya has restricted food exports to South Sudan, causing markets to become heavily dependent on supply routes from Uganda.
- Insecurity in the western part of the state, coupled with the depreciation of the South Sudanese Pound (SSP), has reduced traders’ ability to finance and transport large-scale supplies to the market despite increased demand.

Refugees, asylum seekers and migrants continued to move in complex flows from the Horn of Africa and Yemen region. Migration and displacement dynamics remained complex this quarter, with ongoing migration, new displacement, and simultaneous return movements.

OVERVIEW

• Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters such as earthquakes, floods, and storms. In FY 2016, as in previous years, USAID/OFDA not only responded to urgent needs resulting from disasters, but also supported DRR programs that built resilience and improved emergency preparedness, mitigation, and response capacity at local, national, and regional levels.

Refugees, asylum seekers and migrants continued to move in complex flows from the Horn of Africa and Yemen region. This quarter, movement was characterised by persistent conflict, increased risk, and amplified intolerance. Internal and cross border displacement in Yemen, South Sudan and surrounding countries also increased, while returns to Somalia peaked.
