Guide for policy makers
This report provides an overview of alternatives to immigration detention in Africa. Drawing from examples in 32 African countries, the report highlights some of the measures in place that contribute to the effective and humane governance of migration, while avoiding the use of unnecessary immigration detention.

Gender inequality is costing sub-Saharan Africa on average $US95 billion a year, peaking at US$105 billion in 2014– or six percent of the region’s GDP – jeopardising the continent’s efforts for inclusive human development and economic growth, according to the Africa Human Development Report 2016.
Below average precipitation and drought have raged since last year on the SADC region, the outlook for the remaining months of the current season indicated below average precipitation very likely over most of the eastern part of the region including Zambia, Malawi, Mozambique, Zimbabwe, easternmost of Botswana, South Africa, Lesotho, Swaziland and the center of Madagascar. The paper develops indicators to look at the performance of the irrigation sector in Sub-Saharan Africa, where demand for food is high and irrigation has a proven potential to boost levels of agricultural productivity. By looking at six indicator categories-institutional framework, water resource use, irrigation area, irrigation technology, agricultural productivity, and poverty and food security-we assess the potential for improving performance in the agricultural food security sector through increasing irrigation sector investments.
Instead of the usual depiction of conflicts as countrywide and defined by national boundaries, this map displays distinct conflict-affected areas in Africa as sub-national and transnational pockets of insecurity, violence, and armed aggression. Areas of conflict were drawn around locations of reported conflict incidents in 2007 and 2008, as well as concentrations of internally displaced persons and cross-border rebel bases and refugee camps in neighboring countries.
