Ghanaian refugees in northern Togo are well integrated in communities and have no intention of returning to Ghana. In 2013, the Governments of Togo and Ghana as well as UNHCR affirmed the common pathway to “facilitate local integration of Ghanaian refugees arrived in 1982 and 1994 through the issuance of residence permits or their naturalization.”

During this period, 2,184 refugees and migrants were interviewed by 4Mi in West Africa, in Mali (Mopti, Gao and Timbuktu), Niger (Niamey and Agadez) and Burkina Faso (Dori and Bobo Dioulasso).

UNHCR assisted with the Voluntary Repatriation of 409 Ivorians from Guinea, Togo, Ghana and Liberia respectively.

UNHCR Regional Representative held a mission in Cote D’Ivoire to meet with Ivorian authorities and UNHCR key partners.

The US Embassy in collaboration with UNHCR held a “Friends of Statelessness” event at the USA’ residence.

Voluntary repatriation is the most viable durable solution for Ivorian refugees in West Africa. UNHCR also pursues local integration and resettlement, the latter as a protection tool. UNHCR in Côte d’Ivoire has been implementing community-based programmes to address the needs and improve the living conditions of returnees, refugees, former IDPs, and stateless people.

Finding Solutions

The Ghana Refugee Board (GRB) and UNHCR are working toward securing sustainable and durable solutions for Togolese refugees in Ghana.
Support for local integration will be achieved by obtaining an alternative durable legal status (indefinite residence status or naturalization) based on the favorable legal and policy framework, coupled with issuing nationality documents to prevent statelessness.

2,184 refugees and migrants were interviewed by 4Mi in West Africa between 1 January and 31 July 2018, in Mali (Mopti, Gao and Timbuktu), Niger (Niamey and Agadez) and Burkina Faso (Dori and Bobo Dioulasso). 66% Respondents are from more than 18 countries in West and Central Africa.

The average age of respondents is 29, ranging from a minimum age of 18 to a maximum of 64 years old.

Mauritania hosts over 2,000 urban refugees and asylumseekers and more than 56,000 Malian refugees in Mbera camp established in 2012 in the arid south-eastern region close to the Malian border.

Despite the conclusion of a peace agreement in 2015, large-scale returns of Malian refugees are not expected due to persistent violence in northern Mali. In July alone, 19 new arrivals were registered in Mbera camp.
