West Africa as a region, with a few exceptions, is not on track to achieve Millennium Development Goal 1(MDG) on halving the percentage of those living on under $1 per day, and halving the numbers suffering from malnutrition by 2015. For example, the under-one-dollar-per-day poverty rate in Niger was 66% in 2005, down substantially from 78% in 1994, but still high by any standard. For Burkina Faso, the most recent figure was 56.5%, vs. 70% in 1998.

Mr. Chairman. I would like to begin by thanking you and ranking member Senator Lugar for your initiative in bringing us together to address the issue of global violence against women, and for your continuing leadership on these issues. My testimony will focus on eliminating such violence by promoting protection and participation of women in the pursuit of peace.

For those of us who have spent decades working on issues of women's empowerment and protection in conflict situations, these are exciting times.

Chad is a centralized republic with a population of approximately 10 million. In 2006 citizens reelected President Idriss Deby, leader of the Patriotic Salvation Movement (MPS), to a third term in what unofficial observers characterized as an orderly but seriously flawed election boycotted by the opposition. Deby has ruled the country since taking power in a 1990 coup. Political power remained concentrated in the hands of a northern oligarchy composed of the president's Zaghawa ethnic group and its allies. The executive branch dominated the legislature and judiciary.

Why GAO Did This Study

In 2003, violent conflict in Darfur, Sudan, broke out between rebel groups and government troops and government-supported Arab militias. While few would dispute that many thousands of Darfur civilians have died, less consensus exists about the total number of deaths attributable to the crisis. Estimates by the Department of State (State) and other parties report death tolls up to about 400,000 for varying populations and periods of time between February 2003 and August 2005.

In 2003, violent conflict in Darfur, Sudan broke out between rebel groups, government troops, and government-supported Arab militias, known as the Janjaweed. The conflict has displaced about 2 million Darfurians and has so affected over 1.9 million others that they require assistance.
