Chad ranks 185 out of 188 on the Human Development Index and 6th on the Fragile State Index. 55% of Chad’s population of approximately 13.2 million people live below the poverty line. OCHA’s Humanitarian Response Plan for 2016 indicates that four major crises directly affect 3.9 million people in Chad. These are: food security and nutrition, displacement, health emergencies and natural disasters.

In this precarious context, Chad hosts millions of vulnerable people, displaced by violence and conflict in neighbouring countries. Intense fighting in the Central African Republic is proving a major hindrance to relief efforts aimed at reaching the 2.2 million people needing emergency assistance.

ACT Alliance said the collective response by relief organisations could only be strengthened when security improved.

“The absence of law and order and gross human rights violations leave the population, of which over half are children and youth, desperately needing support,” said ACT Alliance general secretary John Nduna.

Dear Colleagues,

Chad has experienced chronic instability since its independence in 1960 and was heavily affected by conflicts in neighbouring countries such as Sudan, the Central African Republic and recently Libya. The outbreak of the Darfur crisis in 2003 has caused a major influx of Sudanese refugees and a flare-up of internal fighting had resulted in more than 180,000 internally displaced people (IDPs) within Chad.

Tens of thousands of people have been affected by flooding in parts of central, eastern and southern Chad following heavy rains in July and August this year.

One of the affected areas is around Maro, a town in the southern part of Chad.

Maro is hosting over 17,000 refugees from the Central African Republic in two camps, Yaroungou and Moula.

The situation particularly in the Yaroungou camp has been extremely difficult and most of the shelters and household items have been damaged as a result of severe flooding in the area.

Successful initiatives in the Sahel that span the aid-development continuum have been cultivated in the midst of mounting drought and despair, providing a blueprint for a way beyond chronic food insecurity.

The despair is born of a deepening food crisis as an estimated 12 million people concentrated primarily in the West African region of the Sahel teeter on the brink of famine. The governments of Burkina Faso, Mali, Mauritania, Chad and Niger have already declared states of emergency and called for international assistance.

The European Union says that 12 million people across five West African countries are on the brink of famine. Draught, crop failure, inadequate recovery from previous years' crises, and rising food prices have left millions without any reserves well in advance of the regular lean season and propelled the governments of Burkina Faso, Mali, Mauritania, Chad and Niger to declare states of emergency.

In addition to the current Sahel drought, recent epidemics and the return of 83,000 migrant workers from Libya resulting to increased vulnerability, Chad has continued to host refugees from Central Africa republic and those from the Darfur conflict in Sudan, and its own IDPs resulting from internal conflict. This situation has led to the protracted humanitarian crisis in Chad. Refugees continue to depend on humanitarian aid while IDPs as well as their host community need support for better conditions of return and re-integration.
