The GenCap Project, established in 2007 under the auspices of the Inter-Agency Standing Committee, in partnership with the Norwegian Refugee Council (NRC) and the Office for the Coordination of Humanitarian Affairs (OCHA), aims to strengthen the capacity of humanitarians to undertake gender equality programming in humanitarian action. The IASC Gender Marker is the key tool used by the humanitarian community to assess how gender is incorporated in humanitarian projects.

The IASC Alert, Early Warning and Readiness report is produced bi-annually as an inter-agency effort by the Task Team on Preparedness and Resilience (TTPR) for IASC member agencies. The report highlights serious risks that were either identified as being of particular strategic operational concern or as having a high probability and impact on humanitarian needs. In addition to collaboratively assembling the report, the report includes an analysis of the state of readiness, prepared by OCHA, which is compared against each risk.

  • Plus de 40 000 nouveaux déplacés internes dans la région du Lac entre le 21 juillet et le 10 août 2015, portant le nombre total de réfugiés, déplacés internes et retournés à plus de 75 000 personnes dans la région depuis janvier 2015.

  • Le manque de financements impacte fortement la réponse humanitaire. Dans un contexte sécuritaire difficile, cette dernière tarde à se mettre en œuvre pour les quelques 40 000 nouveaux déplacés internes du mois de juillet, dont la majorité vit dans le plus grand dénuement.

The humanitarian caseload continues to remain large in the Sahel due to a combination of both acute and chronic factors such as climate change, conflict and population growth. Some 16 million people across the region are conservatively projected to be at risk for 2014.1 These numbers are all the more concerning given the absence, for a second year running, of extreme weather events. Fortunately, humanitarian agencies are responding increasingly successfully to the caseload. Donors too continue to respond generously to the financing needs.

  1. In 2011, sporadic rainfall, insufficient local harvests, high food prices and the consequences of the crises across the region had a serious impact on already vulnerable communities in the Sahel. Given the combined effects of these factors, it is estimated that more than 10 million people are food insecure and over 1 million children are at risk of severe acute malnutrition.

In 2010 the IASC Task Force on Information Management commissioned a review of the usability and actual use of the IASC 'Operational Guidance on Responsibilities of Sector Cluster Leads and OCHA in Information Management' in order to assess whether it satisfies the envisioned goals of the IASC and to suggest adjustments to it if and where needed.

The report notes that knowledge of the emergency situation must be generated for the cluster approach-induced coordination mechanisms to lead to informed decisions.

Part of a very unstable region, Chad has received waves of refugees from its neighbours, the Central African Republic (CAR) and Sudan since 2003. The UNHCR coordinates the assistance and protection provided to the 250 000 Sudanese and Central African Republican refugees in a number of different camps.

Situé dans une région de grande instabilité, le Tchad accueille depuis 2003 des vagues de réfugiés venant de la République Centrafricaine (RCA) et du Soudan voisins. Le Haut Commissariat aux Réfugiés (HCR), via ses sous-bureaux, coordonne l'assistance et la protection de ces quelques 250 000 réfugiés soudanais et centrafricains installés dans une dizaine de camps. Cette aide est mise en oeuvre par les nombreux partenaires ONG du HCR.

The Desert Locust situation continues to remain calm in all countries. Small-scale breeding is in progress in southern Mauritania and low numbers of solitarious hoppers and adults are present. A similar situation is expected in northern Mali and Niger but surveys cannot be carried out due to security concerns. Low numbers of solitarious adults are also present in Sudan and are likely to be present in northeast Chad, western Eritrea and on the Red Sea coast in Yemen.
