The Desert Locust situation continued to remain calm during October. Seasonal rains ended in the summer breeding areas of the Sahel in West Africa and Sudan as well as along the Indo-Pakistan border. Consequently, vegetation was drying out and locust numbers were decreasing. Small-scale breeding continued in western Mauritania but locust numbers remained low. A second generation of breeding is thought to be underway in one area on the Red Sea coast in Eritrea where good rains have fallen since May.

Mr. President,

Distinguished delegates,

A few weeks ago, I was in Bangladesh, at the border with Myanmar - witnessing the most rapid refugee exodus since the massive population movements of the mid-1990s.

It was a stark illustration of what happens when the root causes of conflict and violence are not addressed, and the relationship between a state and some of its people breaks down.

The result is a human tragedy on a dramatic scale.

Governments and decision-makers must first resolve humanitarian and security problems before investing heavily into reconstruction efforts in the Lake Chad Basin, says Oxfam.

Otherwise a vital high-level initiative to “stabilize” the Lake Chad Basin, beginning at a Summit meeting in N’Djamena on Nov 2-4, will not properly succeed – and may even make the situation worse, the international aid agency said.

Executive summary

THE WORLD’S BIGGEST INFECTIOUS KILLER

Writing in 1901, William Osler, one of the founders of modern medicine, described pneumonia as “the captain of the men of death”. He was writing about the USA, where the disease was a major killer of children – and a source of fear for their parents. Pneumonia remains a “captain of the men of death”. No infectious disease claims the lives of more children. Today, almost all of the victims are in low- and middle-income countries. The vast majority are poor.
