Contexte actuel (septembre 2018)

Le Tchad fait face à trois crises principales, dans un contexte de faible développement et de pauvreté chronique : les mouvements de population, l’insécurité alimentaire et la malnutrition, et les urgences sanitaires. Il est estimé, d’après le Plan de réponse humanitaire 2018 révisé que 4,9 millions de personnes sont dans le besoin (52% de femmes) dont 2,1 millions particulièrement vulnérables ciblées pour une assistance humanitaire.

Changements clés

La population totale des réfugiés et demandeurs d’asile est passée de 449.748 personnes (fin du mois d’août) à 450.778 à la fin du mois de septembre 2018 représentant une augmentation globale de 0.23%. Cette augmentation résulte essentiellement des activités de l’enregistrement niveau 2 des réfugiés centrafricains au Sud, des requérants d'asile dans les camps de l'Est et en milieu urbain ainsi que la régularisation des naissances dans les camps de réfugiés et à N’Djamena.

Des violences intercommunautaires ont éclaté en décembre 2013 et provoqué le déplacement interne et transfrontalier de personnes. La République Centrafricaine continue de faire face à des niveaux élevés d’insécurité et de conflits violents entre différents groupes armés dans la majeure partie du pays, provoquant des déplacements nouveaux et prolongés.

Context: The crisis currently affecting the Lake Chad Basin countries is a result of conflict with Non-State Armed Groups and has triggered significant displacement of populations. As of 20 October 2018, Cameroon, Chad, Niger and Nigeria are hosting an estimated 4,512,763 affected individuals made up of internally displaced persons (IDPs), refugees (both in- and out-of-camp), returnees (former IDPs and returnees from abroad) and third country nationals (TCNs).

GUNMEN AMBUSH FOOD AID CONVOY

Armed attackers on 25 October accosted a food aid convoy from the capital Bangui to Paoua town in the north-west and robbed the truckers of their belongings. The convoy managed to reach its destination despite the ambush, the eighth of its kind in the area since the start of the year. Attacks on aid workers and humanitarian operations are recurrent in several parts of the country where armed groups operate.

The protracted conflict has uprooted around 2.5 million people, stoked high levels of hunger and malnutrition, and subjected millions of civilians to extreme hardship. Insecurity is hampering the resumption of normal life, leaving conflict-affected families dependent on humanitarian assistance for survival.

AID GROUPS SUSPEND WORK OVER INSECURITY

Six aid organizations have suspended operations following a series of attacks in late September in Bol and Baga-Sola areas of the western Lac region. Thirteen people were killed and five kidnapped in seven separate attacks.
The assailants also stole cattle and other property. The surge in attacks is likely to further restrict humanitarian access. The Multinational Joint Task Force is reinforcing presence to counter the armed raiders.

En outre le retour volontaire des réfugiés se poursuit, avec 353 réfugiés soudanais au Darfour et près de 4 000 réfugiés tchadiens du Soudan dans le Sila.
