On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.
The ECDC Communicable Disease Threats Report (CDTR) is a weekly bulletin for epidemiologists and health professionals on active public health threats. This issue covers the period 11-17 September 2016 and includes updates on Zika virus, West Nile fever and MERS.
The global terrorist threat continued to evolve rapidly in 2015, becoming increasingly decentralized and diffuse. Terrorist groups continued to exploit an absence of credible and effective state institutions, where avenues for free and peaceful expression of opinion were blocked, justice systems lacked credibility, and where security force abuses and government corruption went unchecked.

We are living in the most peaceful century in human history; however the 2014 Global Peace Index shows that the last seven years has shown a notable deterioration in levels of peace.
The Global Peace Index measures peace in 162 countries according to 22 indicators that gauge the absence of violence or the fear of violence. This is the 8th year the index has been produced.
Since 2008, 111 countries have deteriorated in levels of peace, while only 51 have increased.
Qatar Charity recently concluded its latest follow-up on its humanitarian response and the continuing needs as part of a delegation to the Central African Republic led by the Organization of Islamic Cooperation (OIC). In addition to visiting the Central African Republic, the delegation headed by Ambassador Fouad Maznaie, representative of the OIC Humanitarian Affairs Department also visited Chad and Cameroon.

The Desert Locust situation remained calm during January. Although conditions continued to be favourable in the winter breeding areas, no locusts have been reported in these places. Only isolated adults were present in Niger, southern Algeria and northern Somalia. There was an unconﬁrmed report of adults and hoppers in northern Mali. During the forecast period, small-scale breeding could occur along the Red Sea coasts. No signiﬁcant developments are expected.
