Key developments in the week of January 6th include the violence in the CAR, the flare-ups along the border between Libya, Chad and Sudan, and the rising frustration with, and within, a number of political systems in Africa, including in Gabon, DRC, Sudan and Senegal.

Above-average harvest gathered in 2018
The International Organization for Migration (IOM) in Chad requires USD 1.2 million to urgently assist more than 950 migrants and Chadian nationals displaced by inter-communal fighting around two gold mines near the Libyan border at the end of December (27-28/12).
At the end of December 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) required US$24.93 billion to assist 97.9 million people in urgent need of humanitarian support. The requirements remained unchanged as of the end of November 2018. The plans are funded at $14.58 billion which amounts to 58.5 per cent of financial requirements for 2018. Notably, the percentage of total funding contributed through humanitarian response plans carried out by the UN with partners in 2018 is estimated at 62.9%.
I. Since January 2013, the Financial Regulation governing the EU budget has allowed the European Commission to create and administer European Union trust funds for external actions. These are multi-donor trust funds for emergency, post-emergency or thematic actions.
January: Pushing for access in Syria
Despite enormous challenges, OCHA and other humanitarian organizations continued to press for access in war-torn Syria, reaching an average of more than 5 million people in need each month in 2018. Syria continued to face protection and access challenges in areas such as Idlib, eastern Ghouta and southern Syria. More than 1.5 million people were newly displaced in 2018 as the crisis entered its eighth year.
In northern Niger, two flow monitoring points have been activated since February 2016 in the city of Séguédine and Arlit, followed by the activation of new flow monitoring points in Dan Barto, Magaria and Tahoua in August 2018 and the point in Dan Issa in September 2018.
This report presents the data collected through the 6 flow monitoring points for the month of November 2018.

Ce rapport présente les données collectées aux 6 points de suivi de flux pendant le mois de Novembre 2018.
Dans le Nord du Tchad, un point de suivi a été installé depuis avril 2017 dans la ville de Kalait, suivi par l’installation de points de suivi à Faya et Zouarké en mars 2018. L’équipe d’énumérateurs ayant été relocalisée depuis Zouarké en raison de l’insécurité dans la région, ce rapport présente les données collectées pendant à Faya et Kalait pour le mois de novembre 2018. Au cours de cette période, une moyenne de 450 individus par jour a été observée, une baisse de 17% par rapport au mois précédent.
December 19, 2018 (KHARTOUM) - Sudan’s deputy consular in Libya has discussed with the director of the Anti-Illegal Immigration Agency (AIIA) the conditions of Sudanese migrants in Libya’s detention centres.
The AIIA on Tuesday said it has arrested 120 Sudanese and Chadian illegal migrants at Al-Wahat area during a large inspection campaign against undocumented workers.
The deputy consular has checked on the living and health conditions at the detention centre.
The 22th round of data collection took place in September and October 2018.
Between 26 August and 24 September 2018, southern Tripoli witnessed clashes between armed groups, triggering population movements of both local populations and migrants to safer locations, often in near-by municipalities. Following the end of hostilities, these movements were reversed as the situation gradually stabilized and livelihood opportunities, such as daily labor, became available again for migrants.
The Global risk analysis outlines 18 contexts where a significant deterioration is expected to occur within the next six to nine months, leading to a spike in humanitarian needs.

Regional Flow Monitoring Network
124 FMPs are currently active in three countries in the region.
As of the last report (July and August 2018) IOM identified at least 669,176 migrants currently in Libya. Migrants were identified in 100 municipalities, within 554 communities originating from more than 41 countries [primarily from Niger (19%), Egypt (14%) and Chad (14%)]. Information on current migration flows was collected through 1,897 assessments. Migrants were primarily located in Tripoli (22%), Misrata (12%) and Ejdabia (10%).
Regional Flow Monitoring Network
30 FMPs and nine mobile FMPs are currently operational in seven countries.
In Burkina Faso, data was collected from five FMPs during the month of October 2018. An average of 1,117 individuals were observed crossing Flow Monitoring Points daily - a slight decrease of three per cent from the September figures.
