The African Development Bank recently convened a meeting of experts and stakeholders in the agricultural sector to design integrated pest and disease management mechanisms for controlling the spread of the Fall Army Worm in East Africa.
The Fall Army Worm or Spodoptera frugiperda is an invasive insect threatening food supplies and incomes of millions of African smallholder farmers. The multi-stakeholder, regional action plans to stop the menace of the worm in Africa falls under the Bank’s Technologies for African Agriculture Transformation (TAAT) agenda.
The SADC Region Food and Nutrition Security Strategy 2015-2025 emphasises that the regional food and nutrition security situation remains unstable and unpredictable.
Almost 16% of SADC’s rural population have been consistently designated food insecure over the past 5 years. This despite improved production in some Member States.
Malnutrition is the result of a complex set of interacting factors that are multi-sectoral, related to health, sanitation and care practices as well as consumption and access to food. Further influencing factors include education, gender, social equity, and the local social and environmental context. These causes of malnutrition are classified as immediate, underlying, and basic, whereby factors at one level influence other levels.
• The 2017-18 rainfall season was characterized by a late start, an extended mid-season dry spell (December-January) and heavy rains from February into April. The dry spell caused moisture stress and wilting of the early planted crops in many areas in Botswana, south-western Madagascar, southern Malawi, southern and some central parts of Mozambique, Zambia and Zimbabwe.

WaPOR: database dissemination portal and APIs
The FAO portal to monitor Water Productivity through Open access of Remotely sensed derived data (WaPOR) monitors and reports on agriculture water productivity over Africa and the Near East.
It provides open access to the water productivity database and its thousands of underlying map layers, it allows for direct data queries, time series analyses, area statistics and data download of key variables associated to water and land productivity assessments.
Cereal production during the upcoming harvest season in Southern Africa is expected to be below average, despite the heavy late rains, which benefitted the late planted crops. This is due to a late start of the rainy season, minimal to no rains during the critical planting season (December -January), high temperatures and the prevalence of Fall Armyworm (FAW).
This activity report summarizes activities of Result Area 5, also known as the Africa Disaster Risk Financing (ADRF) Initiative—referred to as the “ADRF Initiative,” the “Initiative” or “R5”—from July 1, 2016 to June 30, 2017. The report gives an overview of the achievements to date and identifies upcoming priorities and challenges.

Fall Armyworm (Spodoptera frugiperda), FAW, is an insect native to tropical and subtropical regions of the Americas. Its larval stage (photo) feeds on more than 80 plant species, including maize, rice, sorghum, millet, sugarcane, vegetable crops, and cotton. FAW can cause significant yield losses if not well managed. It can have a number of generations per year and the moth can fly up to 100 km per night. Its modality of introduction along with its biological and ecological adaptation across Africa are still speculative.
Cyclical drought, food insecurity, cyclones, floods, disease outbreaks, and complex emergencies present significant challenges to vulnerable populations throughout the Southern Africa region. Between FY 2008 and FY 2017, USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) and USAID’s Office of Food for Peace (USAID/FFP) provided humanitarian assistance in response to a range of natural and man-made disasters.

12 countries (Botswana, DRC, Lesotho, Mozambique, Madagascar, Malawi, Namibia, Seychelles, Swaziland, South Africa, Zambia and Zimbabwe) had finalised their annual vulnerability assessments by the time that the SADC Dissemination Forum was held. Malawi and Tanzania still had to complete their vulnerability assessments.
The Bulletin highlights outbreaks of transboundary pests and diseases that have the potential to impact food and nutrition security in Southern Africa. It also captures recently concluded and upcoming events that are being organized by Food and Agriculture Organization of the United Nations (FAO) and stakeholders to improve the capacities of partners in preparedness and response to crop and livestock emergencies in the region.

A rapidly growing population in Southern Africa means an increasingly higher food demand. And although domestic food production is expected to rise over the next few decades in response to this need, it is unlikely that the increases will be able to keep pace. As a result, food demand will outstrip domestic food supply.

Researchers are still trying to learn why the population of African penguins has dropped precipitously over the last 15 years—some estimates say by 90%—but most agree that climate change is a major factor in the decline of this iconic African species.
• Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters such as earthquakes, floods, and storms. In FY 2016, as in previous years, USAID/OFDA not only responded to urgent needs resulting from disasters, but also supported DRR programs that built resilience and improved emergency preparedness, mitigation, and response capacity at local, national, and regional levels.
