8 décembre 2017 – Le Secrétaire général des Nations Unies, António Guterres, a appelé vendredi les Etats à contribuer à hauteur de 1 milliard de dollars au Fonds central d'intervention d'urgence (CERF) - un fonds de l'ONU qui soutient les opérations humanitaires de secours dans le monde.
Following are UN Secretary‑General António Guterres’ remarks at the annual high-level pledging conference for the Central Emergency Response Fund, in New York today:
It is a pleasure for me to be here with you to celebrate a United Nations success story — the Central Emergency Response Fund (CERF). Over the past 12 years, CERF has been at the forefront of humanitarian response.
The Global Humanitarian Overview
Is the world’s most comprehensive, authoritative and evidence-based assessment of humanitarian needs;
Is based on detailed analysis of wide-ranging data from many different sources, and face-to-face interviews with hundreds of thousands of people directly affected by humanitarian crises across the globe;
As of 31 October, United Nations-coordinated appeals and refugee response plans within the Global Humanitarian Overview (GHO) require US$24.1 billion to meet the humanitarian needs of 105.1 million particularly vulnerable people of an estimated 145 million crisis-affected people in 39 countries. The appeals are funded at $11.8 billion, leaving a shortfall of $12.3 billion. This is $1.5 billion less than the gap reported at the end of September 2017.
With more than 20 million people in North-East Nigeria, Somalia, South Sudan and Yemen facing or at risk of famine, US$379 million in coordinated allocations from the Central Emergency Response Fund (CERF) and Country-Based Pooled Funds (CBPFs) were critical to the scale up of humanitarian action in those countries in the first half of 2017.
UNHCR in 2017 – by the numbers
As of September 2017, UNHCR’s budget is at an historic high of $7.763 billion, which is currently 46% funded
This growth is concurrent with the unabated levels of global displacement, with 67.7 million people of concern to UNHCR worldwide.
The funding gap is widening, now standing at 54%. Based on indications received from donors and analysis of funding trends, UNHCR estimates the gap may reduce to 47% by year’s end.
CERF enables fast, flexible and needs-based support for people affected by humanitarian emergencies. The UN General Assembly established the fund in 2005 to provide timely assistance in crises. Since its operational launch in 2006, CERF has developed a reputation for its ability to kick-start humanitarian action, scale up the response to emergencies and serve as a lifeline for people struggling to survive in the world’s most underfunded crises.
• Strong commitment from field leadership and operational actors on NWOW needs to be backed by unified direction from headquarters. There is a need for a clear roadmap from the UNDG and IASC to move forward systemically.

Welcome to this afternoon’s event on “Meeting Urgent Humanitarian Needs: the UN Humanitarian Pooled Funds in the Post WHS era”.

Distinguished delegates, ladies and gentlemen,
Mr. Vice President, thank you very much for your opening remarks and for your leadership in overseeing the Humanitarian Affairs Segment of ECOSOC. I also thank the President of ECOSOC and its Bureau members for their support. And I take the opportunity to acknowledge the co-facilitators of this year’s ECOSOC humanitarian resolution - the Philippines and Switzerland - for their stewardship.
OUR COSTED EDUCATION PLAN FOR SOUTH SUDANESE REFUGEES IN UGANDA DEMONSTRATES THAT UNIVERSAL SCHOOLING IN CRISES LIKE THESE IS BOTH AFFORDABLE AND ACHIEVABLE.
Over half-a-million South Sudanese refugee children are living in refugee settlements across northern Uganda. The vast majority are out-of-school. Not that those in school are learning much. Most are packed into overcrowded tents or local schools lacking both textbooks and teachers who speak their language.
The humanitarian context in Sudan in 2016, especially during the first half of the year, saw a major increase in the number of people in need of humanitarian assistance. Significant new internal displacement occurred from Darfur’s Jebel Marra area due to conflict, there was an increase in the number of food insecure people as a result of poor harvests related to the El Niño phenomenon and a refugee influx from South Sudan continued throughout 2016.

ENDING VIOLENCE AGAINST CHILDREN GROSSLY UNDERFUNDED WITHIN THE FRAMEWORK OF INTERNATIONAL COOPERATION
New report shows only a small fraction of official development assistance goes toward ending violence against children For the first time, a review of official development assistance (ODA) to end violence against children has been done. The report Counting Pennies found that in 2015, total ODA spending was $174 billion and of that, less than 0.6 per cent was allocated to ending violence against children.
As famine takes hold in South Sudan and threatens to spread to northeastern Nigeria, Somalia, and Yemen, world leaders must immediately step up to fully fund the United Nations’ appeal for $6.3 billion. Of this amount, $4.9 billion is urgently needed by July for critical assistance, including health, food, nutrition, and water. If lives are to be saved, humanitarian agencies must be able to rapidly scale up and access people in need.
