South Sudan is a conflict prone country and is currently experiencing a worsening humanitarian crisis characterized by violent armed clashes and widespread insecurity that has resulted in mass displacements of civilians, killing, looting, destruction of property and gross violation of human rights. The situation is compounded by humanitarian impediments that continue to hinder humanitarian access and disrupt planned operations.

ACT member the United Methodist Committee on Relief (UMCOR) is active in South Sudan, working to address the needs of conflict-affected communities, returnees and vulnerable groups through various projects to enhance the provision of basic services and sustainable livelihoods. One such programme is UMCOR’s Food Security Project which supports and empowers families to engage in sustainable agriculture and food security programmes.

Violent clashes between the Government of Sudan and armed groups have caused large scale internal displacement since 2003. Approximately 1.1 million of the IDPs are still found in South and Central Darfur where the Darfur Program is intervening. During 2017, the level of armed confrontations in Darfur has continued to decrease but the situation remains highly volatile; increased criminality, the spread of firearms, inter-tribal fighting, the absence of law enforcement and unleashed militia are still major challenges.

Before they learned how to make soap, the 30 young adult members of the Kuny-derot group didn’t have many options for earning an income. After three days of soap-making training they received a business start-up kit, and now the South Sudanese refugees have a reliable source of income.

In the months following the December 2013 political conflict, violence raged in some parts of South Sudan and not in others. In the northwestern city of Wau, for example, residents watched from afar, seemingly unconcerned that the politically-manipulated ethnic violence could spread there. And then it did. The victims ran for the city’s churches.

Mary Kuol carries water home from a well dug by the ACT Alliance in Yang Kuel, a village in Lol State, South Sudan where the persistent drought has destroyed crops and forced people to eat wild leaves to survive. Kuol is seven months pregnant with her third child.

The well was drilled in 2016 by a local partner of ACT member Christian Aid. The organization has also distributed food vouchers to hungry families in the region.

In South Sudan’s Lol State, Nidier Atak sought to flee from the violence that swept through her village of Wanalel, where people already suffered from serial crop failures due to a persistent drought. Her husband had left the parched village in 2016 to look for work, but he didn’t return. “He used to be a farmer, but for several years there has been no rain when we needed it. So he went looking elsewhere for work, but we haven’t heard from him. He finds it painful to return home empty-handed,” she said.

Dong Boma, South Sudan – When the war reached her village in early 2014, Adhieu Deng and her husband grabbed their seven children and headed for several islands in the middle of the White Nile River. The treacherous currents and featureless swamps around the islands have long provided cover for displaced families hiding from men with guns. And Deng and her husband knew how to get there. After being displaced by another war in 1991, they hid in the islands until returning home in 2003.

The Horn of Africa is once again hit by drought. It is not the first time but this time it is critical. The current drought is projected to become the worst in decades, even worse than the one that led to the 2011 East Africa famine.[1] The good news, providing hope, is that the situation could be mitigated. However, the tragic reality is that little has been done. There is a need for a long-term solution for the region, which is continuously hit by climate change related events.

Across South Sudan, more than 3 million people have been forced to flee their homes and nearly 7.5 million people are in need of humanitarian assistance and protection (OCHA, Humanitarian Response Plan 2017) as a result of multiple and deepening crises, including conflict, inter-communal violence, economic decline, disease, and climatic shocks, which have led to displacement, distress, destitution and death.

The 2017 Darfur Programme (DP) Appeal marks the 14th anniversary of the joint Caritas Internationalis (CI) and ACT Alliance (ACT) collaboration which commenced in 2004. NCA provides the legal basis for the operation in Darfur as well as taking the lead responsibility for management, procurement and financial management on behalf of the two networks. The operational entity has to be referred to in its totality as the NCA DP.
