As part of HelpAge International’s project on advancing the rights and protection of conflict-affected older South Sudanese migrants in Ethiopia, Uganda and South Sudan, HelpAge commissioned the Humanitarian Policy Group (HPG) to conduct a study on older South Sudanese displaced by conflict, both within South Sudan and across the border in Uganda and Ethiopia.

Whilst older people have special needs, they also have unique skills, experiences and roles within their families, communities and societies. These roles continue to a certain extent during droughts, though household burdens may increase as younger adults have migrated or are grazing livestock further away.

The 30th Ordinary Session of the African Union (AU) Summit holding on the theme: ‘Winning the Fight Against Corruption: A Sustainable Path to Africa’s Transformation’ ended on 29 January 2018, at the AU headquarters in Addis Ababa, Ethiopia with the adoption of key decisions by the Assembly of Heads of State and Government.

Among the deliberations that the Assembly agreed upon was the welcoming the signing of a peace pact on 21 December 2017 by the south Sudan warring parties.

HelpAge International is very concerned about the situation of older people after new outbreaks of violence and internal displacement in South Sudan.

Fresh fighting broke out in the capital Juba on 8 July, as the country marked its fifth independence day. The violence left as many as 42,000 people internally displaced in different parts of the city (350kb - PDF), with a number attempting to cross over to neighbouring Uganda. Of these, some 12,800 remain displaced in and around Juba.

Fight erupted in December 2013 and has displayed one in five people, some 2.3 million people, including 720,000 who fled to neighbouring Sudan, Uganda, Ethiopia and Kenya. Some 5.1 million people have needed humanitarian assistance in 2016.

Older people's needs
To find out what older people in this situation most urgently need, we have carried out focus groups and need assessments with older internally displaced persons in Juba, South Sudan, as well as South Sudanese refugees in Ethiopia and northern Uganda.

Most of South Sudan is in the grip of a protracted humanitarian crisis fueled by years of chronic underdevelopment, conflict and natural disasters. In December 2013 political conflict erupted into abrupt clashes in Juba, which quickly spread across the country. A total of 1.5 million South Sudanese have been displaced and 2.5 million people are currently facing a food crisis.

Nairobi/Juba, HelpAge International and its partner Islamic Relief, on Wednesday 27 May 2015, launch a three year programme in Juba, South Sudan to support badly malnourished older people in Warrap State.

Funded by the German Government, the project will target to provide food vouchers and/or food baskets to older people in one of the most affected States by the ongoing internal conflict that has left more than 1.4 million people displaced.

Executive Summary

Since the crisis that broke out in December, 2013 in South Sudan, 1.3 million people are estimated to remain internally displaced across the country and just 449,000 people have fled the violence to neighboring countries (Uganda 121,600, Kenya 42,700, Ethiopia 185,000 and Sudan 90,300). There are currently over 95,000 IDPs sheltering in nine UN bases across South Sudan. This translates to one in seven people in South Sudan have been displaced from their homes since conflict began.

South Sudan became the world's newest nation in 2011. Two years on from independence, many challenges remain: half the population live below the poverty line and only 55% have access to drinking water.

More recently, fighting erupted in December 2013 following clashes between the President and Vice President. This led to violence between government forces and rival political factions and mass killings along ethnic lines.

Different people have distinct capacities, vulnerabilities and needs. Consequently, humanitarian crises affect different groups in different ways. It is crucial, therefore, that humanitarian programming is based on a clear understanding of the variant impacts of a crisis on the population. This study quantifies, by looking at funding as a proxy indicator, the degree to which the specific needs of two groups – older people and children under five – are reflected in humanitarian programming.

Through a partnership with HelpAge International (HelpAge), the Danish Refugee Council (DRC) is launching an initiative focusing on the protection of older refugees, one of the most vulnerable groups in situations of displacement. The project is launched in South Sudan’s Upper Nile State where 110,000 refugees have crossed the border from Sudan during the last year.
