CONTEXT AND METHODOLOGY

Renk Town is located in Renk County, Upper Nile State, near South Sudan’s border with Sudan. Since independance in 2011, Renk has become a major destination and transit point for returnees from Sudan and, since the beginning of the current conflict in 2013, for internally displaced persons (IDPs) fleeing conflict in Upper Nile State.

OVERVIEW

November was the most dangerous month for humanitarian workers in South Sudan since December 2013, with nine killed, including six in Duk, Jonglei, one in Ikotos, Eastern Equatoria and two in Awerial, Lakes. A total of 103 humanitarian access incidents were reported in November, compared to 116 in October. Six security incidents forced the suspension of aid activities in different locations. During the month, local authorities in various locations continued to demand involvement in NGO staff recruitment and procurement processes.

In November, fighting between armed forces was reported in Yei, Kajo-Keji and Lainya County (Central Equatoria), Torit County (Eastern Equatoria), Mundri area (Western Equatoria), Ayod County (Jonglei), and Mayendit and Rubkona County (Unity). As a result, many civilians were displaced in different locations, including 17,300 in Kajo-Keji County, who were forced to flee IDP camps to other parts of Central Equatoria and Uganda. Intercommunal violence in Duk County (Jonglei), left 45 people dead and displaced over 2,000 people from Duk Payuel to Poktap.

As the mandate renewal of the United Nations Mission in the Republic of South Sudan (UNMISS) approaches, conflict continues to threaten civilians and drive a protracted humanitarian crisis. More than 2.1 million refugees have fled the country and the number of internally displaced persons (IDPs) has increased to over 1.8 million. UNMISS is tasked with the Protection of Civilians (PoC), including 209,000 IDPs at UN PoC sites, and creating conditions that allow over 200 aid organizations to provide for 7.6 million South Sudanese in need of humanitarian assistance.

Since gaining independence in 1962, Uganda has provided asylum to people fleeing war and persecution in neighboring countries, especially South Sudan, Democratic Republic of Congo, Somalia, Rwanda and Burundi. Uganda's progressive refugee policy grant refugees freedom of movement, the right to seek employment and establish businesses, and to access public services such as education, health care and justice. In refugee-hosting districts, services are integrated with government service delivery systems, whenever feasible.
