  1. Despite rainfall during early March, significant long-term moisture deficits remain throughout central and eastern Madagascar due to very poor rains earlier in the season.

  2. Inconsistent rainfall since late December have led to moisture deficits and deteriorating ground conditions across many parts of western Angola.

  2. Despite an increase in moisture following the passage of Tropical Cyclone Enawo during early March, long- term moisture deficits remain due to very poor rains earlier in the season throughout central and eastern Madagascar.

SOUTH SUDAN

Between 25 and 31 January, 24,280 people fled to Uganda following clashes around Yei town on 22 January. In Upper Nile, 20,500 people who fled fighting in Wau Shilluk between 25 January and 3 February are in need of shelter, safe drinking water, food and healthcare. On 4 February, five people were killed and 25 injured in a government bombing of an IDP camp in Wau Shilluk. Humanitarian operations were temporarily suspended.

  • As of 31 January, United Nations Coordinated Appeals and Refugee Response Plans within the Global Humanitarian Overview (GHO) require US$22.5 billion to meet the humanitarian needs of 93.5 million crisis-affected people in 33 countries. Needs and financial requirements have increased due the finalisation of five additional Humanitarian Response Plans (HRPs). Seventeen HRPs have been published so far. Together the appeals are funded at $77.2 million, leaving a shortfall of $22.4 billion.

Prospects for global cereal production in 2016 continued to improve in recent months with significant upward revisions for maize and wheat, reflecting particularly favourable weather conditions in some of the large producing countries.

COUNTRIES IN NEED OF EXTERNAL ASSISTANCE: FAO estimates that 36 countries, including 28 in Africa, are in need of external assistance for food. Persisting conflicts and drought induced production declines are the main causes that have stressed food security in 2016.

IDPs in camps located along the border are at risk: over 35,000 have fled the area since 14 April and are in need of protection. Additional displacement is likely.

Iraq: The humanitarian situation in besieged Fallujah continues to deteriorate. Supply lines have been cut off since December, when government forces surrounded the city. Islamic State is reportedly preventing people from leaving. Prices of basic food stuffs are 500% above December prices for the third consecutive month. Acute shortages of food, medicine and fuel, as well as cases of starvation and suicide, have been reported.

South Sudan: Between 20,000 and 50,000 people are now reported to have been displaced in Wau county, Western Bahr el Ghazal, since fighting escalated in February. Houses have been looted and burned and there are reports of killings and rape in the area around Wau town. At least 8,000 people are sheltering in public buildings or with host communities in Mboro town: food, water and shelter are priority needs.

Somalia: On 15 March Al Shabaab moved into Puntland and seized control of Garad, a port town. In the following days Al Shabaab captured another coastal town in Nugaal region and attacked a security checkpoint near Bosaso. Most of the residents are reported to have fled the area. Al Shabaab has previously been active in Puntland, but generally around its base of the Galgala Mountains, west of Bosaso, and it has not attempted to take territory.

Yemen: Insecurity in Aden is increasing, with attacks carried out on civilian targets. At least 150 people have been reported killed in the past three months, including at least 50 in March. Humanitarian actors have increasing difficulty to carry out operations. In Taizz, the west of the city has been taken by pro-Hadi forces after heavy fighting: fighting for the east continues.

Malawi and Mozambique: Flooding and drought have led to the most severe food crisis Malawi has faced in a decade: 2.8 million people face acute food insecurity, including 900,000 facing Crisis (IPC Phase 3) food security outcomes. In Mozambique, an estimated 600,000 people are in Crisis due to drought. In addition, 9,300 Mozambicans in Malawi who fled armed conflict need WASH, health and shelter assistance.
