Des violences intercommunautaires ont éclaté en décembre 2013 et provoqué le déplacement interne et transfrontalier de personnes. La République Centrafricaine continue de faire face à des niveaux élevés d’insécurité et de conflits violents entre différents groupes armés dans la majeure partie du pays, provoquant des déplacements nouveaux et prolongés.

A new Global Compact on Refugees has been agreed upon by UN members states. The compact will further guide the roll-out of Comprehensive Refugee Response Framework (CRRF) in Ethiopia, and across the world.

Two multi-dollar investments were made by the global fund ‘Education Cannot Wait’ and the African Development Bank in December which have potential to further the Global Compact and CRRF agenda in Ethiopia.

Ethiopia is host to the second largest refugee population in Africa, sheltering 905,831 registered refugees and asylum seekers as of 31 August 2018.

Approximately 231,000 of all the refugees in Ethiopia, have gone through the comprehensive (L3) registration, helping to develop a system to better manage and assist refugees.

At its 74th meeting, on 10 October 2018, the Security Council Working Group on Children and Armed Conflict examined the second report of the Secretary-General on children and armed conflict in South Sudan (S/2018/865), which was introduced by the Special Representative of the Secretary-General for Children and Armed Conflict. The Permanent Representative of South Sudan to the United Nations also addressed the Working Group.

Introduction

Continued conflict, displacement and environmental shocks negatively impacted access to food and restricted the ability for communities to meet basic needs in Greater Bahr el Ghazal (GBeG) between July and September 2018. Waves of displacement in Western Bahr el Ghazal (WBeG) and flooding in Northern Bahr el Ghazal (NBeG), WBeG and Greater Tonj area1 (GTA) threatened overall food security in the region.

REACH has been assessing hard-to-reach areas in WBeG since April 2017, NBeG since March 2018 and GTA since January 2018.

At the end of December 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) required US$24.93 billion to assist 97.9 million people in urgent need of humanitarian support. The requirements remained unchanged as of the end of November 2018. The plans are funded at $14.58 billion which amounts to 58.5 per cent of financial requirements for 2018. Notably, the percentage of total funding contributed through humanitarian response plans carried out by the UN with partners in 2018 is estimated at 62.9%.

Key findings

  • Refugee respondents expressed frustration with a number of issues, ranging from the current political leadership to the IGAD-led peace process and its emphasis on power sharing.

  • Respondents’ views differed in many areas, but there was a high degree of convergence in some key aspects. One related to the lack of information on the peace process, as nearly all respondents felt there was little accurate or trustworthy information.

99,3% des réfugiés en RDC vivent dans des zones rurales, et 74% des réfugiéssont installés hors camps ou sites de réfugiés.

2.949 réfugiés sont rentrés volontairement de la RDC au Rwanda depuis janvier 2018.
