Foreword

2015 was a year of transformation for the Emergency Telecommunications Cluster (ETC). The adoption of the ETC2020 Strategy in the first half of the year, radically expanding the vision, scope and approach of the cluster, set the network on a much more impactful, but challenging, trajectory. 2015 was characterised by the adoption and commenced implementation of ETC2020 as well as the most concurrent emergencies ever responded to; and the invaluable contributions of its members and partners without which, the ETC would not exist.

Executive Summary

UN and development partners, in collaboration with representatives of various national ministries, prepared this context analysis to better understand resilience to shocks that impact food insecurity and malnutrition in South Sudan. The analysis intends to support efforts by the Ministry of Agriculture, Forestry, Cooperatives and Rural Development (MAFCRD) to develop a framework for evidence-based resilience programming in South Sudan.

Annual Report: relief aid tripled in 2015

In 2015, Dorcas helped 373,375 people in emergency situations, which is more than three times as many people as last year. Many of these people were displaced because of the earthquake in Nepal, others were refugees from Syria and Iraq and there were many who fled because of the turmoil in eastern Ukraine. You can read all the details in our recently released annual report. Dorcas is thankful for all the donations and funds that made all of this possible.

Evaluation Summary

An Inter-Agency Humanitarian Evaluation (IAHE) was conducted in South Sudan in April 2015 under the auspices of the Inter-Agency Standing Committee (IASC) Transformative Agenda for the global reform of humanitarian action in large-scale emergencies. This was the first such evaluation of a response to a conflict situation and complex political emergency.

EXECUTIVE SUMMARY

Maban County is located in Upper Nile State in the North East of the Republic of South Sudan (RSS). The refugee caseload is composed of Sudanese fleeing from the conflict in Blue Nile State, residing in four camps: Doro, Yusuf Batil, Gendrassa and Kaya (previously Jamam). The region is a semi-arid desert with sparse vegetation and no surface water. The climate is harsh with extreme temperatures during the dry season and flooding at the rainy season.

The outbreak of violence between armed groups in South Kordofan in June 2011, which later spread to Blue Nile State in September 2011, caused thousands of people to flee their homes – the vast majority of which crossed the border to neighbouring South Sudan. While those from South Kordofan primarily fled to Pariang County, in Northern Unity State, refugees from Blue Nile crossed into Maban County, Upper Nile State.

On 21 November 2015, during ACCORD’s 2015 Africa Peace Awards celebration, I made a public call for the United Nations (UN) to convene the first-ever World Conference on Global Peace.

Over the past few months, our television screens and social media feeds have exposed us to the graphic nightmares currently plaguing humanity. Terrorism, violent uprisings and devastating conflicts now afflict several parts of the world, with no corner of our planet seemingly immune to these challenges or their consequences.
