Fresh from a two-week trip to three peacekeeping operations, Under-Secretary-General for peacekeeping operations Hervé Ladsous shares his views on challenges facing the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), the African Union-United Nations Hybrid Operation in Darfur (UNAMID), and the United Nations Mission in South Sudan (UNMISS).

On 1 July you were in Mali as MINUSMA - the latest UN peacekeeping operations - was being launched. What was the meaning of your presence there?

  • Moderate to heavy rains continue to push north across the Sahel.
  • Moderate seasonal rainfall deficits grow across northwestern Ethiopia, southern Eritrea and bordering Sudan.

1) During much of May and the beginning of June, intermittent and insufficient rains had increased rainfall deficits over parts of northeastern Nigeria, resulting in poor NDVI values and delayed planting. However, recent moderate to heavy rains have decreased seasonal rainfall deficits.

Creation of New Mission for Mali Pushes Budget beyond Total for Current Year

Concluding its second resumed substantive session, the Fifth Committee (Administrative and Budgetary) today recommended financial arrangements for 14 United Nations peacekeeping operations for the year beginning 1 July 2013 and ending 30 June 2014, which, once approved by the General Assembly, would exceed the previous year’s figure due to the addition of a new mission for Mali.

  • A slight reduction in rainfall observed over Ethiopia.

1) The delayed onset of the March-May rainfall has negatively impacted ground conditions over the Belg-producing areas of northern Ethiopia. Despite an increase in rain since mid-April, the accumulated rainfall has remained below-average. Limited rain is forecast over the area during the next outlook period, likely maintaining rainfall deficits.

The European Commission is responding to growing humanitarian needs in the Sahel region of Africa by increasing its support with an additional €69 million. The new funds will provide food assistance, clean water and access to basic health services to women and children suffering from hunger and food insecurity. It will also help vulnerable people affected by the conflict in Mali as well as refugees in Chad fleeing conflict in neighbouring countries.

This month’s update highlights children and armed conflict concerns and provides recommendations for the protection of children in the situations of the Central African Republic, Mali, Sudan and Myanmar. It includes recommendations in particular in relation to a possible forthcoming peacekeeping mission in Mali, including ensuring child protection functions within the mission structure, excluding forces responsible for violations against children from the mission, and calling for the vetting and training of all peacekeeping forces.

By decision taken by Minister for International Development Heidi Hautala on 15 March, the Ministry for Foreign Affairs has granted its humanitarian assistance funds for the first part of the year, totalling EUR 39.8 million, to people suffering from the world’s crises. This time, Finland targets humanitarian assistance to Africa, the Middle East and Asia. Earlier this year, EUR 3.5 million was already granted for the acute needs of the Syrian crisis.

In a Headquarters briefing today that focused on the role in 2013 of United Nations peacekeeping in Mali, Sudan and the Democratic Republic of the Congo, the Head of the Department said there was a shared desire in the international community to do what needed to be done in Mali to end the conflict and resolve the issues that provoked it, and that a United Nations peacekeeping operation was “the way to go”.
