Overview

During the first three months of 2018, almost 9,700 refugees were submitted by UNHCR for resettlement1 to 13 countries in Europe.2 This is similar to the first quarter of 2017 and already almost twothirds of the average rate of 15,400 submissions per year during the previous 10 years.

Donors’ and international investors’ trust in FCA remained strong in 2017.

Finn Church Aid (FCA) spent 38.6 million euros on aid work last year, an increase of 7.5 million from the previous year. The growth in operations was enabled by the increase in international funding and private donations. The effects of the cuts to development cooperation funding by the Finnish government were still felt in 2017, and operations in Haiti had to be discontinued.

In the first round of allocation of funding this year, Finland granted EUR 67 million to humanitarian aid organisations by decision of Minister for Foreign Trade and Development Anne-Mari Virolainen. The funding will be channelled via principal UN specialised agencies, the Red Cross Movement, and six Finnish civil society organisations.

Overview

During 2017, almost 38,900 refugees were submitted by UNHCR for resettlement1 to 25 countries in Europe,2 36% more than during 2016 and over three times greater than the average rate of 12,400 submissions per year during the last decade.
Between 2007 and 2016, Europe’s proportion of resettlement sub-missions globally has increased from approximately 9% to more than 18%, and in 2017 reached 52%. This is primarily due to a significant decrease globally in new submissions for resettlement, most notably to the United States of America.

Between 1 January and 31 July 2017, 25,556 refugees were submitted by UNHCR for resettlement to 22 countries in Europe, only 11% less than the total for 2016 and already 130% more than the average rate of 11,100 submissions per year during the last decade.

Following a decision by Minister for Foreign Trade and Development Kai Mykkänen, Finland granted an additional EUR 14 million for humanitarian crisis areas across the world in late December 2016. Emergency relief will be directed at the southern African region that suffers from El Niño-induced drought, Yemen, South Sudan, Kenya, Chad, Iraq, Northern Nigeria, and Afghanistan’s refugee situation. This aid will be channelled through the UN World Food Programme (WFP), the UN Refugee Agency (UNHCR) and the UN Children's Fund (UNICEF).

Finland grants EUR 61.9 million in humanitarian aid to the most severe crisis areas in the world. On 17 March, Minister for Foreign Trade and Development Lenita Toivakka decided that aid will be granted to, for example, Syria and its neighbouring areas, South Sudan, Central African Republic, Ethiopia and Yemen.

By decision of Development Minister Sirpa Paatero on 17 December, in the last distribution of funds for humanitarian assistance, Finland has granted 13.5 million euros to long-lasting and underfunded crises. The support is awarded to Finn Church Aid and UN organizations. The decision brings Finland’s humanitarian assistance this year to 105.7 million euros. This is a record-high amount for Finland, which indicates the extent of the world’s crises.
