Sexual violence and abuse are beginning to be recognised as a major problem across the international aid industry. According to the ‘Report the Abuse’ survey, 86% of aid workers know a colleague who has experienced sexual violence associated with their work. Yet sexual violence in humanitarian settings is rarely reported as a security incident. Aid agencies are not reporting sexual violence numbers.

This month’s update highlights children and armed conflict concerns and provides recommendations for the protection of children in the situations of the Democratic Republic of the Congo, Iraq, Mali, and Sudan. The Security Council Working Group on Children and Armed Conflict adopted its conclusions on children and armed conflict in Mali on May 4, and presently has no country reports to negotiate.

With 84 percent of people worldwide identifying with a religion, faith influences local, national, and international decision-making. Across the globe, violent extremism often is couched in religious terms, and religious discrimination is on the rise. At the same time, people of faith and religious organizations frequently are on the frontlines of peace efforts, assisting communities affected by violence. Although religious considerations have been marginal to peace efforts historically, governments and peacebuilding organizations increasingly recognize the importance of religion.

Targeted killings, rape, abduction, child recruitment, intimidation, threats, military occupation, and destruction of property are just some of the ways in which education is being attacked.

Again this year, the Global Coalition’s report “Education Under Attack” is an urgent call to do more to protect schools, educators and students from violence and threats. Thank you for producing this report that is making our common advocacy stronger and more impactful.

I would also like to thank the Permanent Representatives or Norway, Qatar and Argentina. Your commitment to advance the protection of schools is leading to important progress.

Overview

Poland will hold the presidency of the Council in May. An open debate on the Council’s role in upholding international law is planned, to be chaired by the country’s President Andrzej Duda, with Secretary-General António Guterres expected to brief. A ministerial-level open debate on the protection of civilians in armed conflict is also expected, with Polish Minister for Foreign Affairs Jacek Czaputowicz presiding and briefers including Guterres and Director-General of the ICRC Yves Daccord.

Peru will have the presidency in April. It has chosen to hold a high-level briefing on peacebuilding and sustaining peace which is planned to coincide with the 24-25 April General Assembly high-level event on this issue. Secretary-General António Guterres and the Chair of the PBC, Ambassador Ion Jinga (Romania), are expected to brief.

There will be three open debates this month.

KEY MESSAGES

↗ International prices of wheat and maize rose in March for the third consecutive month and averaged more than 10 percent above their levels in December 2017. Prices were mainly supported by concerns over the impact of prolonged dryness in key-growing areas of the United States of America and Argentina, coupled with strong demand. International rice prices remained relatively stable.
