Foreword

In 2018, the crisis in the Democratic Republic of the Congo (DRC) drastically worsened, spreading to previously unaffected areas and impacting the Great Lakes region. The ongoing conflicts across much of eastern and central DRC continue to cause significant displacement, damage to property and tragic loss of human life.

When the Universal Declaration of Human Rights was adopted by the UN in 1948, much of Africa was still in its first struggle for liberation from colonial rule. Only three African countries were present at the UN for the vote: Egypt, Ethiopia and South Africa. Apartheid South Africa abstained.

Eastern and Southern Africa is home to more than 60 per cent of children and adolescents living with HIV. This is the region where most progress in the HIV response has been made. Coverage of maternal antiretroviral treatment for pregnant and breastfeeding women living with HIV reached 93 per cent in this region in 2017. Sustaining these gains and continuing to reach children, adolescents and women at risk and living with HIV is critical. In 2017, an estimated 120,000 adolescents aged 10–19 years and 94,000 children aged 0–9 years were newly infected with HIV.

As of 31 October 2018, 781,917 Congolese refugees are being hosted in African countries. From 1 January to 31 October 2018 alone, some 147,750 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Uganda, Burundi and Zambia.

UNHCR together with 43 humanitarian and development partners launched the revised Regional Refugee Response Plan (RRRP) on 17 July 2018 for $547 million to help respond to the needs of Congolese refugees in Africa.

  1. Among the Congolese citizens expelled from Angola in October, UNHCR identified 2,373 Congolese citizens holding refugee documents from Angola.

  2. DRC authorities reported crossings of an estimated 600 Central Africans into DRC; mainly women and children fleeing renewed violence in the Central African Republic.

  3. UNHCR documented 11,528 South Sudanese refugees in border areas in Dungu Territory. 93% expressed the wish to relocate away from the border.

1. Situation update

The Ministry of Health (MoH), WHO and partners continue to respond to the Ebola virus disease (EVD) outbreak in the Democratic Republic of the Congo, and remain confident that the outbreak can be contained, despite ongoing challenges. On the evening of 16 November 2018, an armed group attacked the MONUSCO base in Boikene District in the city of Beni, close to the residences of UN Ebola responders. Response operations in Beni were briefly paused and resumed (not to full functionally) on 18 November 2018.

Despite numerous humanitarian challenges in 2017 in Africa, there were also a number of heart-warming accomplishments. A case in point, was when a local response of Red Crescent teams—and other partners—curbed Somalia's cholera outbreak through the power of local volunteers and shared international expertise. In terms of support to our members, 36 National Societies were able to kick start initiatives that built their capacity through seed grants.

As of 30 September 2018, 810,227 Congolese refugees are being hosted in African countries. From 1 January to 30 September 2018 alone, some 139,395 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Burundi, Uganda and Zambia.

Animal health emergencies continue to erupt around the world at an ever-increasing pace. Increased global travel, human migration and informal trade of animals and animal products continue to intensify the risk of disease spread. Infectious diseases and other animal health threats have the potential to move rapidly within a country or around the world leading to severe socio-economic and public health consequences. For zoonoses that develop the ability for human to human transmission, an early response to an animal health emergency could prevent the next pandemic.
