A border dispute between Puntland and Somaliland has descended into open war. Drawn-out fighting would be disastrous for northern Somalia and could spread southward, rejuvenating jihadist groups. The UN, along with neighbouring states, should urgently broker a ceasefire and press both sides to enter negotiations.

What happened? On 14 October 2017, twin truck bombings in Somalia’s capital,
Mogadishu, killed upwards of 300 people. Al-Shabaab, an Islamist insurgency, was almost certainly behind the attack, but has not claimed responsibility.
Why did it happen? Al-Shabaab has been fighting the government since 2007.
The targets of the attack are unclear, though may have been government buildings and the base of African Union forces fighting Al-Shabaab.
The 11 May 2017 London Conference on Somalia will discuss boosting humanitarian aid and security reforms that will increase the army’s numbers to 18,000. But the government must tackle corruption and restart national reconciliation if it wants to build effectively on recent progress toward ending the 25-year conflict.
Chronic conflict is preventing effective response to Somalia’s prolonged drought and humanitarian crisis. This special briefing, the third in a series of four examining the famine threats there and in Yemen, South Sudan and Nigeria, urges Somalia to improve governance and promote countrywide clan reconciliation to end the war.

The last time the UN declared a famine was in 2011, in Somalia. The last time it faced more than one major famine simultaneously was more than three decades ago. Today we are on the brink of four – in Yemen, Nigeria, Somalia and South Sudan.

Whether unprecedented or not, the challenges currently facing our global security are immense and cause for considerable alarm. It is difficult to think of a time in recent history when there has been such a confluence of destabilising factors – local, regional and global – hindering collective capacity to better manage violence. These overlapping risks, unchecked, could coalesce into a major crisis – indeed we are currently experiencing a spike in global conflict violence – without the safety net of solid structures to deal with it.
