HIGHLIGHTS

The International Organization for Migration (IOM)continues to be actively involved in anumber of Migrants' Assistance projects and Human Mobility data collection activities in the Horn of Africa (HoA) and in the Arab Peninsula. This report aims atproviding an overview ofthe trends observed in thefirst halfof 2018 in theregion, across Ethiopia,Somalia, Djibouti, and Yemen.

Geneva – IOM, the UN Migration Agency, reports that 103,347 migrants and refugees entered Europe by sea in 2018 through 14 November. Spain topped 50,440 – more irregular arrivals to Spain through 45 weeks of 2018 than all arrivals during the past three years combined.

This marks the fifth straight year arrivals of irregular migrants and refugees have topped the 100,000 mark, although this year’s totals are low compared to those at this time in 2017 (156,708) and 2016 (343,158).

In October, a total of 29,558 movements were observed at Flow Monitoring Points. This represents a slight increase in comparison with September when 26,112 movements were observed. The great majority of flows identified (64%) were incoming against 36% outgoing. Like for previous months, Harirad Flow Monitoring Point (Awdal region at the border with Ethiopia) recorded the highest levels of incoming flows, while Bossaso continued to record the highest number of outgoing flows. Migrants identified were mostly Somali (63%), Ethiopian (30%), and Djibutian (7%).

Geneva – IOM, the UN Migration Agency, reports that 102,611 migrants and refugees entered Europe by sea in 2018 through 11 November, including 49,912 to Spain, the region’s most active destination point this year, with just under 49 per cent of all 2018 arrivals. This marks the fifth straight year arrivals of irregular migrants and refugees have topped the 100,000 benchmark – although in all previous years that arrival threshold was reached earlier in the year.

Nairobi – Nearly 400,000 migrant movements were recorded in Djibouti, Ethiopia and Somalia during the first six months of 2018 – an average of 2,000 or more individuals per day.

It is an active migration zone, characterized by what is considered “mixed” migration – or the movement of different population groups for a variety of reasons.

Libya – The UN Migration Agency, IOM, resumed its Voluntary Humanitarian Return Programme (VHR) in Libya’s southern city of Sebha yesterday (08/11). VHR provides support to stranded migrants wishing to return to their home countries. In recent months, IOM has been expanding its outreach in the south through multiple field missions to make VHR operations possible.

Conflict, insecurity, political unrest and the search for economic opportunities continue to drive migration in the East and Horn of Africa. However, one of the biggest drivers of displacement is not related to war or the search for better jobs but rather to changing weather patterns. After five years of drought, more that 1.5 million people were uprooted from their homes as their soils slowly, year by year, dried and cracked.

Mogadishu – IOM, the UN Migration Agency, has started bringing health services to the people of Gobweyn and Bulla Gaduud – two towns in south-eastern Somalia that were recently liberated by the government. For the past 27 years, war and conflict have made healthcare access difficult or impossible in many parts of the country. Now these communities have access to vaccinations, malaria treatment, antenatal care for pregnant mothers, malnutrition screenings and referrals, among other essential health services.

Nairobi – Rare face-to-face meeting: Directors-general for immigration and heads of border security from Horn of Africa region are meeting to discuss common challenges in border management. This high-level Regional Border Management workshop is organised by the UN migration Agency IOM and will take place at the Azura Hotel in Nairobi (Kenya) on the 24th to the 26th of October.

Migration Resource & Response Centers (MRRCs) are situated along key migration routes, where they fill critical gaps by providing direct assistance, including food and temporary shelter, medical assistance and service referrals to migrants. Working collaboratively, MRRCs bring together key partners to facilitate the identification of migrants in vulnerable situations, and ensure that they receive appropriate, immediate and longer-term support. The services provided by each MRRC vary based on location and needs.

Thus far, 2018 has been historic in many ways. Eritrea and Ethiopia signed a landmark declaration of peace and friendship on 9 July, casting aside decades of hostility in a matter of weeks. The announcement of the end to the state of war was met by widespread jubilation in both countries, and was matched by concrete acts of rapprochement, which included reopening telephone and air links as well as the Eritrean embassy in Ethiopia.

In September, a total of 26,212 movements were observed at Flow Monitoring Points. This represents a significant decrease in comparison with August when 34,219 movements were observed; this decrease is attributed to the closure of five FMPs due to budgetary constraints as well as the decrease of movements in Bossasso and, to a lesser extent, Buuhoodle. The great majority of flows identified (68%) were incoming against 32% outgoing, reaching levels comparable to July 2018.

ACTED supports 24 spontaneous settlements in Nugaal Region through provision of Camp Management Services, including coordination and information management, community participation, site maintenance and communication with communities activities. On a monthly basis ACTED conducts service delivery monitoring data collection through site observations and key informant interviews. Data are circulated with partners and summarized in an interactive dashboard and sites snapshot.
