2014 Annual Narrative Report of IASC Gender Standby Capacity Project
June 17, 2016 IASC Early Warning, Early Action and Readiness Report for the period June to November 2016. The Report is biannual, with a 6 month horizon. It is the product of a group of Agency analysts. In most cases these individuals work for their respective Emergency Directors. Analysis of preparedness status is provided by OCHA. The Report complements more frequent interaction between RC/HC and the ERC as the IASC system officials accountable for ensuring interagency early action and readiness. This should take place using the IASC Emergency Response Preparedness approach.
The IASC Alert, Early Warning and Readiness report is produced bi-annually as an inter-agency effort by the Task Team on Preparedness and Resilience (TTPR) for IASC member agencies. The report highlights serious risks that were either identified as being of particular strategic operational concern or as having a high probability and impact on humanitarian needs. In addition to collaboratively assembling the report, the report includes an analysis of the state of readiness, prepared by OCHA, which is compared against each risk.
- Executive Summary
1.1 Tens of thousands of people died, hundreds of thousands were displaced, and millions suffered deep erosion of livelihoods and assets in the 2011 drought crisis. However, the majority of the 13 million people affected received life-saving aid that prevented disaster. Suffering and mortality were most extreme for people in Somalia, and for Somali refugees moving to Ethiopia. Humanitarian response reached most people in time in Ethiopia and Kenya, but it failed to prevent a famine in Somalia.
The severe drought in the Horn of Africa in 2011 affected large areas of southern Ethiopia, leaving hundreds of thousands of people in need of assistance. The Government of Ethiopia and its international partners responded at scale to these threats, providing assistance to millions and offering sanctuary to tens of thousands of Somali refugees.
