The UN Refugee Agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine.

In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).

Hunger Strike Highlights Flaws in Asylum System

(Moscow, February 1, 2012) - The Ukrainian authorities should immediately stop police harassment and threats against Somali asylum seekers held at the Zhuravychi Migrant Accommodation Centre, Human Rights Watch said today. In a letter sent to the Ukrainian authorities, Human Rights Watch also called for the immediate release of all Somali asylum seekers who are being held in administrative detention pending deportation.

Amnesty International has urged the Ukrainian authorities to stop the ill-treatment of a group of detained asylum-seekers and their supporters, who were yesterday attacked by security forces attempting to forcibly end a hunger strike.

Baton-wielding security officers in riot gear descended on the Migrant Accommodation Centre in Zhuravichi, Western Ukraine, where a group of about 60 Somalis and six Eritreans had been on hunger strike in protest against their illegal detention since 6 January.

Amnesty International is calling on the Ukrainian authorities to release Somali nationals who are currently on hunger strike in protest at being detained for up to a year “for the purposes of deportation” following court orders issued in December last year.

Approximately 60 Somali nationals – including possibly as many as 20 children – have joined the hunger strike in Zhuravichi Migrant Accommodation Centre in Western Ukraine, where they are currently being detained.
