IOM: USD 45 Million Needed for 2018-2020 Migrant Response in Horn of Africa, Yemen

Nairobi – IOM, the UN Migration Agency, and its partners launched, on 6 August, a Regional Migrant Response Plan (RMRP) for the Horn of Africa and Yemen through which they are appealing to the international community for USD 45 million. The plan details support to migrants on the move in the Horn of Africa and Yemen from 2018 to 2020.

This third revision of the Emergency Appeal seeks CHF 15,645,200, increased from CHF 10,491,893, and extends the timeframe for six months until 30 December 2018. This appeal enables the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Somali Red Crescent Society (SRCS) in assisting up to 502,800 people, increased from 352,800 people. SRCS has reached approximately 280,000 people1 through various interventions including health and nutrition, water and sanitation, food security and livelihoods as well as shelter and settlements, to date.

HIGHLIGHTS

  • The increase in number, intensity and short-spaced occurrences of natural hazards continues to trigger a ‘domino effect’ in fragile regions of the country. This includes the loss of lives and livelihoods, repeated displacements, risk of disease outbreak, a risk of rise in inter-communal conflict – including over land and diminishing natural resources and an increase in protection concerns.

Overview

The unprecedented drought spanning over four consecutive poor rainy seasons has severely aggravated the humanitarian crisis in Somalia. Humanitarian needs have increased drastically due to limited rain, large-scale displacement, lack of access to basic services and, at its root, ongoing conflict.

An estimated 6.2 million people are in need of humanitarian assistance, including 3.1 million who urgently require sustained, life-saving services and protection.3 Despite the provision of large-scale assistance in 2017, the risk of famine persists.

The worst drought in a generation continues to deepen in a number of countries in the Greater Horn of Africa (Somalia, Ethiopia and Kenya), exacerbated by three consecutive failed rainy seasons. Approximately 10.2 million children (18.5 million people) are in need due to malnutrition, water shortages, lack of health services, child protection violations and disruption to education. In Somalia, a famine has been adverted but remains a possibility.

This revised Emergency Appeal seeks 12,204,893 Swiss francs (increased from 3,308,035 Swiss francs) to enable the International Federation of Red Cross and Red Crescent Societies (IFRC) support the Somali Red Crescent Society (SRCS) in assisting 352,800 people for 27 months. The expanded operation, incorporating the Acute Watery Diarrhea (AWD) DREF operation (MDRSO006), will focus on the following sectors: health and nutrition; water, sanitation and hygiene (WASH); food security and livelihoods; and shelter (including household non-food items).
