 Heavy rains are expected in eastern Southern Africa, increasing risks for localized flooding during the next outlook period.

1) Both delayed start and poor distribution of rainfall since the beginning of the October-December rainy season have led to moisture deficits and below-average ground conditions across northern Kenya and parts of southern Somalia. With the season already coming to an end, the potential for recovery is unlikely.

Turkish Red Crescent responds to country-wide disasters and emergencies in coordination with National Disaster Management through 9 District and 24 Local Disaster Management & Operation Centers. The Disaster Response Activities are conducted with the involvement of 260 disaster relief staff and other staff that work in other units of the institution across country.

Throughout 2013, there were approximately 134 emergencies as a result of the natural and man-made disasters. The emergencies and disasters responded by the Turkish Red Crescent in 2013 are as follows:

Towards Egypt:

Israel reported that 36 iregular migrants had been intercepted trying to enter Israel from its southern border with Egypt in 2013 in comparison to over 10,000 intercepted in 2012, 17,000 in 2011 and nearly 15,000 in 2010. Mass migrant/asylum seeker protests were reported in December 2013 and January 2014 bemoaning a 1 year detention law and agitating for the adjudication of asylum and protection claims by migrants/asylum seekers.

The context

The Republic of Djibouti occupies a strategic position in the East and Horn of Africa region. It borders Eritrea, Ethiopia and Somalia and opens onto the Red Sea and the Gulf of Aden. The country is politically stable and constitutes an island of peace and protection in a region marred by recurrent conflicts. Djibouti is also a hub for international naval forces combating piracy in one of the world’s busiest shipping routes stretching from the Gulf of Aden to the Indian Ocean.

30 December 2013 – Secretary-General Ban Ki-moon today announced the appointment of Philippe Lazzarini as his Deputy Special Representative, as well as Resident and Humanitarian Coordinator, in Somalia.

Mr. Lazzarini, a citizen of Switzerland, will serve as Deputy to Special Representative of the Secretary-General, Nicholas Kay, who heads the United Nations Assistance Mission in Somalia (UNSOM).

Dengue in Pakistan

The dengue fever (DF) outbreak in Khy-ber Pakthunkhwa (KPK) province of Pakistan, reported in weekly epidemiol-ogical monitor (Volume-6, issue-37, dated 15 September 2013), has subsided. This was one of the major outbreaks of den-gue fever reported ever from this prov-ince in the country. As of November 2013, a total of 8,494 laboratory-confirmed cases of DF were reported from this province. As reported earlier, the district of Swat was the most af-fected area in the province.

The Sultanate of Oman has sent humanitarian aid to for the drought-hit people of Djibouti. The aid items included 42 tonnes of medicines, two ambulances, 20 tonnes of medical equipments, including X-rays, ultrasound and ECG machines among other things. Omani authorities have had discussion with Djibouti officials about the needs of their people and Omani aid is designed to address Djibouti requirements, Ali Ibrahim Shenoon al Raisi, Executive Chairman, Oman Charitable Organisation (OCO), told the Observer. Children are particularly vulnerable to the impact of the drought.

The Yemen Humanitarian Response Plan (YHRP) in 2014 will require USD 591 million to deliver assistance to 7.6 million people. It is estimated that 14.7 million people are in need of some form of humanitarian assistance in 2014. The 2014 YHRP aims to provide life-saving assistance for the most vulnerable, and also to address underlying causes of vulnerability through early recovery, enhancing resilience, building local capacity and finding durable solutions for displaced people.
