Introduction

The recent influx of South Sudanese refugees into Uganda has reignited debate about the country’s refugee policy and, with it, discussions on the extent to which the “Ugandan model” can be implemented in other countries in Africa and around the world. Given the growing numbers of refugees globally, and the momentum surrounding the global compact on refugees and the Comprehensive Refugee Response Framework (CRRF), these are vital discussions.

Highlights

• The Uganda Ministry of Health and partners have intensified preparedness and response interventions following a confirmed case of Ebola Virus Disease in Tchomia health zone, near Lake Albert where the Democratic Republic of the Congo borders with Uganda.

• Over 2,200 reports and questions on Ebola were received via SMS from U-Reporters. Most U-Reporters confirmed that they had heard about Ebola through radio, television, community awareness campaigns and posters.

HIGHLIGHTS

The ongoing verification of refugees in Uganda that started on 1 st March 2018, verified a total of 22,204 individuals last week bringing the total as of 13th October 2018 to 1,075,891. This represents 74.5% of the estimated target of 1.4 million registered refugees. The highest daily output was 7,538 individuals verified in a single day last week by three teams. Verification activities were suspended on Tuesday 9th October being a public holiday.

Northern seasonal rains forecast to typically subside and likely timely onset for October rains

KEY MESSAGES

  • The June to September seasonal rains gradually subsided in late September, marking the cessation of persistent well aboveaverage rainfall amounts across most of the northern sector, which led to widespread flooding in Sudan. However, some areas of the region experienced significant cumulative seasonal deficits, including some central areas of Ethiopia, eastern and central South Sudan, and northern and eastern Uganda.
