At the end of December 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) required US$24.93 billion to assist 97.9 million people in urgent need of humanitarian support. The requirements remained unchanged as of the end of November 2018. The plans are funded at $14.58 billion which amounts to 58.5 per cent of financial requirements for 2018. Notably, the percentage of total funding contributed through humanitarian response plans carried out by the UN with partners in 2018 is estimated at 62.9%.

INTRODUCTION

Linking conflict, violence and exploitation

In 2016, more countries were experiencing some form of violent conflict than at any other time in the previous 30 years.1 People living in conflict-affected areas may experience abuse, violence and exploitation, including trafficking in persons. The risk of trafficking in persons is also connected with the high numbers of refugees. A need to flee war and persecution may be taken advantage of for exploitation by traffickers.

In December 2018, Action on Armed Violence (AOAV) recorded 1,475 deaths and injuries from 183 incidents of explosive violence around the world, as reported in English-language media. Civilians accounted for 53% (783) of the deaths and injuries recorded.

When explosive violence was used in populated areas, 85% of all casualties were civilians, compared to 14% in other areas.

January: Pushing for access in Syria

Despite enormous challenges, OCHA and other humanitarian organizations continued to press for access in war-torn Syria, reaching an average of more than 5 million people in need each month in 2018. Syria continued to face protection and access challenges in areas such as Idlib, eastern Ghouta and southern Syria. More than 1.5 million people were newly displaced in 2018 as the crisis entered its eighth year.

Most of them are Syrians (3,607,563 individuals) who are granted temporary protection (TP) status. In November, more than 17,000 irregular border crossings on entry and exit from the country were recorded, 18 per cent decrease compared to 20,865 registered in October 2018.

Hepatitis A outbreak in Northern Aleppo

The Ministry of Health of Syria has reported a cluster of acute jaundice syndrome cases in the northwest area of Aleppo. Laboratory tests performed in WHO’s reference laboratory at American University of Beirut identified hepatitis A virus (HAV) as the causative organism of these acute jaundice cases.

The UN Refugee Agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine.

In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).
