Message from the Chairperson and the President

Every day, the pulse of the 24-hour news cycle seems to beat more quickly and with greater urgency. At any given moment, somewhere around the world a story is breaking about diplomatic tensions, trade disputes, populism, migration flows, disruptive technologies or the impacts of climate change. More often than not, these stories are also set against a backdrop of violent conflict. The challenges are complex and interconnected, and there are no easy answers. The future feels uncertain.

Diaspora groups – migrants, refugees and their descendants – are important development actors in countries affected by protracted conflict and poverty. Their assistance ranges from remittances to disaster relief and development projects, providing a lifeline in crisis and contributing to long-term processes of change. Somali-Swedish engagement is a case in point.

TRENDS AND KEY FIGURES

In February, just under 3,900 refugees and migrants entered Europe via Italy, Greece and Spain, less than half the number that entered in January. With lower numbers of people crossing from North Africa to Italy by sea compared to last year, the route to Spain experienced the most movement of the three Mediterranean routes with over 1,500 arrivals, followed by the route to Greece with over 1,200 and less than 1,100 to Italy.

Overview

During 2017, almost 38,900 refugees were submitted by UNHCR for resettlement1 to 25 countries in Europe,2 36% more than during 2016 and over three times greater than the average rate of 12,400 submissions per year during the last decade.
Between 2007 and 2016, Europe’s proportion of resettlement sub-missions globally has increased from approximately 9% to more than 18%, and in 2017 reached 52%. This is primarily due to a significant decrease globally in new submissions for resettlement, most notably to the United States of America.

In Yemen, one child dies every ten minutes because of extreme hunger and disease resulting from conflict. Close to 10 million children remain at risk; bearing the brunt of a crisis that they hold no responsibility for, or control over. In Syria, schools – where children should find safety – are regularly attacked; denying them both education and protection. Six million children in Syria are in need of humanitarian assistance. Millions more are seeking refuge in neighbouring countries and beyond.
