Back in 1929, Sierra Leone served as the headquarters of the British West African Meteorological Services. With independence, the Sierra Leone Meteorological Department was formed. It was one of the most advanced meteorological departments in West Africa, with advanced capacity in weather data collection, analysis and service provision.

This Annual Report highlights the impact of the Joint UNDP-DPA Programme on Building National Capacities for Conflict Prevention. In 2017, the Joint Programme provided support to more than 60 countries, including through the deployment of Peace and Development Advisors. Peace and Development Advisors are at the forefront of the Programme’s efforts, they support the UN system to effectively adapt and respond to complex political situations and identify areas for preventive action.

Just over a year ago when Sadia Kamara, 39, was posted as a maternal child health aide in Rosenor Village, she was very pleased to have her first experience outside Freetown.
However, her happiness was short lived when she realized that her new duty station was not as she expected.

The roof of the health post leaked when it rained. “Had you come here in the rainy season, there would be no place to sit.”

This almost made her gave up the profession she had loved since she was a little girl growing up in Freetown, Sierra Leone’s capital city.

Executive Summary

In countries affected by fragility and conflict, state institutions (i.e. public administration) co-exist among formal and informal arrangements that mirror ineffective power arrangements. These arrangements are products from protracted power struggles between elites struggling to remain in power and control the distribution of rents and resources. The challenges facing situations of fragility and violent conflict are daunting and multidimensional.

A dozen young males and females are drenched in the scorching sun in a remote community in Samu Chiefdom, Kambia District, Northern Sierra Leone, as they dug out brown mud from a hole almost three meters deep. “Our goal is to dig our first ever protected handpump,” says Mohamed Kamara, the team leader and handpump technician. “We suspect we will need to go 14 meters deep before we reach water,” he observed.

To ensure community ownership, Mohamed teamed up with other youth in Rosinor village so that the work is done in accordance with the expectation of the residents.

Amie Amara is a bright girl. At 16 years of age, she only has two more years before she can take the university entrance exams.

Three years ago, her family moved to Luawah Chiefdom in Kailahun district from neighboring Guinea. Kailahun is the eastern-most district of Sierra Leone, approximately 412 kilometers from the capital, Freetown.

Back then in Guinea, Amara was a grade-A schoolgirl.

In Kailahun, access to pure water was a serious constraint. Life wasn’t as easy as it once was for Amara.
