A New Partnership Agenda: Charting a New Horizon for UN Peacekeeping is an internal "non-paper" prepared by the by the Department of Peacekeeping Operations (DPKO) and the Department of Field Support (DFS), which reflects the departments' analysis and outlines a number of crucial recommendations for the future of peacekeeping operations.

The New Horizon non-paper has been circulated to Member States and partners and will form the basis of in-depth consultations in the coming months.

When the colonial order ended in Africa, a myriad of problems confronted the new African nations. According to a recent study 16 wars took place between 1990 and 1997 in Africa. Of these, 14 were intrastate conflicts (Algeria, Angola, Chad, Ethiopia, Liberia, Mozambique, Rwanda, Sierra Leone, Somalia, South Africa, Sudan, Uganda, Western Sahara, and the Republic of Congo). Only 2 were interstate (Chad/Libya and Rwanda/Uganda).

Summary

The present report examines the challenges faced by the United Nations and its partners in providing professional mediation assistance to parties in conflict. It describes the need for experienced and knowledgeable mediators and support teams, with women adequately represented, and sufficient resources to provide assistance at an early stage to help parties design and pursue processes that will address the root causes of their conflicts, overcome obstacles that block progress, and achieve agreements that lead to sustainable peace.

Although seized of new crises in Kenya, Georgia and the Horn of Africa, the bulk of the Security Council's work in 2008 involved pushing forward numerous initiatives it had authorized in the previous year concerning existing crises, including the deployment of innovative peacekeeping arrangements in the Sudan and the implementation of hopeful accords in the Middle East and various African conflict situations.

Instead of the usual depiction of conflicts as countrywide and defined by national boundaries, this map displays distinct conflict-affected areas in Africa as sub-national and transnational pockets of insecurity, violence, and armed aggression.  Areas of conflict were drawn around locations of reported conflict incidents in 2007 and 2008, as well as concentrations of internally displaced persons and cross-border rebel bases and refugee camps in neighboring countries.

Considering carry-over stocks and resources mobilized so far in 2008, and considering US$1 billion for prepositioning of food stocks for 2009, the total shortfall at this time of the year is US$2.71 billion.
