The United Nations Disaster Assessment and Coordination (UNDAC) team is part of the Office for the Coordination of Humanitarian Affairs (OCHA) and the international emergency response system for sudden-onset emergencies. UNDAC was created in 1993. It is designed to help the United Nations and governments of disaster-affected countries during the first phase of a sudden-onset emergency. UNDAC, as a tool of OCHA, also assists in the coordination of incoming international relief at national level and/or at the site of the emergency.
The materials contained in this supplementary document complement those found in the existing IRP Guidance Note on Recovery – Health. The discussions and case studies contained herein portray an expanded and oftentimes fresh perspective on many of the issues found in the original guidance note on several new and emerging issues for which there exist best practices and lessons learned.
A review of recent humanitarian interventions that support local markets in emergency contexts revealed a limited scope and breadth of this type of activity. While many agencies show good creativity and understanding of market systems in emergencies, most activities are in the form of small grants to traders, to help them recover and to facilitate access to markets for disaster-affected communities. Such support includes small and large, formal and informal traders, but does not often go beyond grants, although sometimes trainings and other “soft support” are provided.

Overview of the GenCap Project
The GenCap Project is as an inter-agency resource, which was established in 2007 under the Inter Agency Standing Committee (IASC) Sub-Working Group on Gender and Humanitarian Action (now the Gender Reference Group and Humanitarian Action). The Project aims to support humanitarian actors mainstream gender through three pillars:
Deployment of senior gender experts;
In conflict situations, such as those in Afghanistan and Somalia, simple communication technologies can help researchers and humanitarian organisations collect more accurate data on the effects of humanitarian aid. Electronic surveys taken with smartphones, for example, can automatically assess collected data and prevent implausible responses from being entered. This toolkit weighs the benefits – and the risks – of technology used in aid and development.

Emergency aid and reconstruction measures supported by Switzerland directly benefit around three and a half million people a year.

RESPONDING TO EBOLA
This week, on 17 December, the Central Emergency Response Fund (CERF) will mark its 10 year anniversary. Created in 2005, CERF marked an innovative breakthrough in humanitarian funding by Member States of the UN General Assembly as a “fund for all, by all”. It raises and pools funds before the need arises, and provides fast, predictable funding to partners on the frontlines at the onset of a crisis, as well as financing critically underfunded emergencies.
The first World Humanitarian Summit, which will take place in Istanbul, Turkey, in May 2016, will bring together governments, humanitarian organisations, and people affected by humanitarian crises to propose solutions to some of the world’s most pressing challenges. In the months leading up to the Summit, ensuring that children’s voices are heard in these discussions is a key priority for Plan International.
Objectives and activities
In 2015, as the Millennium Development Goals reach their deadline, the world can reflect on real progress. Since 1990, thanks to the actions of millions of people around the globe, extreme income poverty has been cut by almost two-thirds, child mortality has fallen by more than half, and more children are attending primary school than ever before.
But these achievements tell only part of the story.
Conflict, instability and disasters continued to take an immense toll on development in 2014. However, as this report shows, UNDP continued to help countries prevent and respond to disasters, protect justice, uphold security and the rule of law, promote inclusive governance and build peace. Active in over 170 countries and territories, UNDP is there before and after a crisis.

Haiti: Insecurity has increased since legislative elections. Violence and intimidation were reported at many polling stations and a second round of voting is planned, following low voter turnout. Food security has deteriorated as a result of prolonged drought conditions since the beginning of 2015: poor households in Sud, Sud-Est, Nord-Est and Artibonite will remain in Crisis (IPC Phase 3) food security outcomes through December. Recent cholera rates are triple those of the comparable time period in 2014.

Yemen: The humanitarian situation in Yemen continues to deteriorate. 1.4 million people have become displaced since conflict escalated in March – a 12% increase since early July. Fuel shortages and access issues continue to affect provision of health services. 23% of Yemen’s health facilities are either partially funtional or non-functional.

Burkina Faso: Heavy floods in Ouagadougou, Kadiogo province, and Bobo-Dioulasso, Houet province, in early August affected around 19,780 people. Significant damage to houses and food stocks were reported. Additional flooding in the north could bring the total number of affected to 122,000. More than 1.5 million people are facing Stressed or Crisis food security outcomes in Burkina Faso, especially in the Sahel region in the north.

Pakistan: Flooding has killed 118 people and affected more than 800,000 people in Pakistan. Hundreds of villages have been inundated. Most casualties were recorded in Khyber Pakhtunkhwa, Punjab, and Azad Jammu & Kashmir.
Myanmar : 46 people have been killed and 156,000–216,000 people are affected by flooding. Sagaing region and Kachin and Shan states have been particularly impacted. Another 350,000 people are estimated affected in Bangladesh and India.
