I. Introduction

  1. In a letter dated 23 December 2013 (S/2013/759), the President of the Security Council informed me of the Council’s concurrence with my recommendation that the mandate of the United Nations Office for West Africa (UNOWA) be extended until 31 December 2016, and requested that I report to the Council every six months on the implementation of the mandate.

Despite the signature of the peace agreement on 20th June, the situation in Northern Mali remains very fragile as indicated by the recent clashes between signatory parties in the region of Kidal. Estimated 62 000 people are still internally displaced (IDPs) in Mali. The surrounding countries of Mauritania, Niger and Burkina Faso still host about 138 000 Malian refugees and there is no observed trend of return.

  • Average to good productions is expected in West Africa / Sahel.

  • Further decline of the FAO food index was noted during this reporting period.

  • In areas affected by civil insecurity and / or a longer lean period, access to food remains a concern.

  • With improved production prospects, cereal prices remained stable from July to August.

The agro-pastoral production prospects are globally satisfactory despite the late start of the rainy season.

Key points:

  • The rainfall situation has improved markedly in most parts of the region. However, some areas particularly the south of Benin, Ghana and Togo, northwest Mali, central Mauritania, northeast Niger and northwest Chad still experiencing rainfall deficits.

  • Livestock remains affected by the long lean period especially in areas that have experienced delayed onset of the rainy season (southern Mauritania and Mali border, northern Senegal and eastern Chad).

Introduction

The outbreak of the Ebola Virus Disease (EVD) in West Africa is unprecedented in its scale, severity, and complexity. More than 23,200 people have been infected by 15 February 2015, resulting in over 9,300 deaths. Guinea, Liberia and Sierra Leone are still affected by this outbreak, and are struggling to control the epidemic against a backdrop of extreme poverty, weak health systems and social customs that make breaking human-to-human transmission difficult.
