This study examines the conditions that enable civil society organizations (CSOs) to influence political parties during election campaigns. Drawing on desk reviews and the experiences of CSOs during the 2012 elections in Ghana and Sierra Leone, the study found that, for CSOs to have their demands incorporated into party programmes, qualities such as political neutrality, evidence-based data gathering, and consistency in judgments are critical. Furthermore, applying methods such as lobbying and strategic use of media were found to be very effective in engaging political actors.

This report presents the findings of an effectiveness review carried out on Oxfam's response to the 2012 cholera response in Sierra Leone that was undertaken through the application of Oxfam's Humanitarian Indicator Tool. Overall the response scored 87% and met or almost met nine of the 10 standards that were relevant to the response. This provides a measure of a high quality response, clearly exceeding the 60% cut-off point.

  • In addition to benefiting from increasing food stocks from an above-average harvest, poor households will earn normal levels of income from other activities such as petty trade, forestry product sales and casual labor during the 2013/2014 consumption year (October 2013-September 2014). As such, Minimal acute food insecurity (IPC Phase 1) is expected through March 2014.

  • 24,519 cholera cases and 484 deaths have been reported in 17 countries in West and Central Africa in 2013 -- 64 per cent less than last year.

  • The most affected countries by number are DRC, the Republic of Congo, and Guinea Bissau.

  • The peak months of cholera occurred between mid-March to mid-April; the lowest period of reported cases was from mid-June to mid-July.

  • There has been a 100 per cent increase in the number of reported cholera cases in Nigeria in October as compared to September.

Average to above average seasonal rainfall accumulation affected by poor distribution

KEY MESSAGES

  • The Sahelian part of the Sudanian-Sahelian zone received above average total seasonal rainfall, but many places experienced early dry spells in June and July, while others experienced atypical dryness in September. Parts of the zone experienced dryness over June and July as well as in September, resulting in unfavorable conditions for crop growth and development, varying by the severity of the dry spells.
