HIGHLIGHTS

DTM flow monitoring data compiled from national authorities and IOM offices show that the number of arrivals through Mediterranean routes between January and March 2018 is half the number of arrivals in the same period in 2017. In the first quarter of 2018 a total of 1,956 migrants and asylum seekers arrived in Europe using different land and sea routes, in comparison to 34,531 registered in the first quarter of 2017. As previously reported, the decrease is mainly due to the drop in arrivals in Italy.

The resignation of the UN commander in chief in Congo this year is indicative of the rising number of problematic UN peacekeeping missions. For peacemaking in complex environments to have a chance of succeeding, members of the UN Security Council will need to transcend their own national security and economic interests.

Last February 2009, the Spanish general Vicente Díaz de Villegas presented his resignation to the UN Department of Peacekeeping Operations (DPKO) for the UN Mission in the Democratic Republic of Congo (MONUC).

A New Partnership Agenda: Charting a New Horizon for UN Peacekeeping is an internal "non-paper" prepared by the by the Department of Peacekeeping Operations (DPKO) and the Department of Field Support (DFS), which reflects the departments' analysis and outlines a number of crucial recommendations for the future of peacekeeping operations.

The New Horizon non-paper has been circulated to Member States and partners and will form the basis of in-depth consultations in the coming months.
