A revolution in aid: Start Network releases 2017 Annual Report
Start Network, a global network of aid agencies, has today published its first annual report showcasing its collective efforts to revolutionise the humanitarian aid system.

“How can policy and trade help disasters? What can the World Trade Organization do to support disasters?”
These were the first questions posed by Roberto Azevêdo, Director General of the World Trade Organization, in his opening remarks at the WTO Natural Disaster and Trade Symposium that took place on 26 April 2018, as WTO is launching a research project to better understand the nexus between disaster relief and commercial trade, in collaboration with Australia, IFRC, and ISDR, among other partners.
A global fund that provides rapid humanitarian aid for overlooked crises, is marking the second anniversary of the World Humanitarian Summit by sharing the impact of its 4th year, through its new annual report released today.
The Start Fund fills a critical gap in humanitarian financing. It pools funding from donors for immediate release for underfunded small to medium scale crises, spikes in chronic humanitarian crises, and to act in anticipation of impending crises.
In 2017, EM-DAT data indicates that 318 natural disasters occurred, affecting 122 countries. The impact of which resulted in 9,503 deaths, 96 million people affected, and US$314 billion in economic damages.
The human impact of natural disasters in 2017 was much lower than the last 10 year average, where events with extremely high mortality occurred, such as the 2010 earthquake in Haiti (225,570 deaths) and the 2008 Nargis Cyclone in Myanmar (138,400 deaths).
The United Nations Disaster Assessment and Coordination (UNDAC) team is part of the Office for the Coordination of Humanitarian Affairs (OCHA) and the international emergency response system for sudden-onset emergencies. UNDAC was created in 1993. It is designed to help the United Nations and governments of disaster-affected countries during the first phase of a sudden-onset emergency. UNDAC, as a tool of OCHA, also assists in the coordination of incoming international relief at national level and/or at the site of the emergency.
This report evaluates the impact of the natural disasters and extreme weather events that occurred worldwide during 2017 and provides an overview of global economic losses.
The materials contained in this supplementary document complement those found in the existing IRP Guidance Note on Recovery – Health. The discussions and case studies contained herein portray an expanded and oftentimes fresh perspective on many of the issues found in the original guidance note on several new and emerging issues for which there exist best practices and lessons learned.
A review of recent humanitarian interventions that support local markets in emergency contexts revealed a limited scope and breadth of this type of activity. While many agencies show good creativity and understanding of market systems in emergencies, most activities are in the form of small grants to traders, to help them recover and to facilitate access to markets for disaster-affected communities. Such support includes small and large, formal and informal traders, but does not often go beyond grants, although sometimes trainings and other “soft support” are provided.
Now in its 10th year, the Emergency Response Fund Scheme (ERFS) was established to promote early action and reduce loss of life in a sudden humanitarian crisis. Irish Aid has just allocated €2.7 million to six humanitarian partners under the Scheme for 2017: Concern Worldwide, Trócaire, Christian Aid Ireland, Plan International Ireland, World Vision Ireland and Oxfam Ireland.
How does the Fund work?
The scheme is particularly geared towards the initial weeks after the onset of an emergency and targets those in immediate need.

The GenCap Project is as an inter-agency resource, which was established in 2007 under the Inter Agency Standing Committee (IASC) Sub-Working Group on Gender and Humanitarian Action (now the Gender Reference Group and Humanitarian Action). The Project aims to support humanitarian actors mainstream gender through three pillars:
Deployment of senior gender experts;
In conflict situations, such as those in Afghanistan and Somalia, simple communication technologies can help researchers and humanitarian organisations collect more accurate data on the effects of humanitarian aid. Electronic surveys taken with smartphones, for example, can automatically assess collected data and prevent implausible responses from being entered. This toolkit weighs the benefits – and the risks – of technology used in aid and development.
HUMANITARIAN AID AND THE SWISS HUMANITARIAN AID UNIT
Emergency aid and reconstruction measures supported by Switzerland directly benefit around three and a half million people a year.
Given their scale and tragic consequences, Swiss Humanitarian Aid has focused its attention on the conflicts in Syria and Iraq, South Sudan and the Central African Republic, and the Ebola epidemic in West Africa. (p. 8)

This week, on 17 December, the Central Emergency Response Fund (CERF) will mark its 10 year anniversary. Created in 2005, CERF marked an innovative breakthrough in humanitarian funding by Member States of the UN General Assembly as a “fund for all, by all”. It raises and pools funds before the need arises, and provides fast, predictable funding to partners on the frontlines at the onset of a crisis, as well as financing critically underfunded emergencies.
2014 and 2015 have been two years of strong mobilisation for SOLIDARITÉS INTERNATIONAL's teams, who have had to take urgent action regarding too many crises. Feedback on two years of intense campaigns.
The first World Humanitarian Summit, which will take place in Istanbul, Turkey, in May 2016, will bring together governments, humanitarian organisations, and people affected by humanitarian crises to propose solutions to some of the world’s most pressing challenges. In the months leading up to the Summit, ensuring that children’s voices are heard in these discussions is a key priority for Plan International.
Objectives and activities
In 2015, as the Millennium Development Goals reach their deadline, the world can reflect on real progress. Since 1990, thanks to the actions of millions of people around the globe, extreme income poverty has been cut by almost two-thirds, child mortality has fallen by more than half, and more children are attending primary school than ever before.
But these achievements tell only part of the story.
Bangladesh: 1.5 million people are affected by flooding, which has displaced around 320,000 people in the areas of Cox's Bazar, Chittagong, and Bandarban. Shelter, WASH and food security are key priorities. 15 out 24 rivers are over danger levels as heavy rainfall continues.
Libya: An estimated 2,244 people have died this year as a result of conflict, and nearly one-third of the country’s population is affected. Humanitarian access remains severely restricted.
