On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.
2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.
A review of recent humanitarian interventions that support local markets in emergency contexts revealed a limited scope and breadth of this type of activity. While many agencies show good creativity and understanding of market systems in emergencies, most activities are in the form of small grants to traders, to help them recover and to facilitate access to markets for disaster-affected communities. Such support includes small and large, formal and informal traders, but does not often go beyond grants, although sometimes trainings and other “soft support” are provided.

Helping economies recover in the aftermath of war is a top policy priority for international donors and aid agencies, motivated by perceptions that persisting economic grievances are capable of sliding countries back into violence. However, while post-conflict economic programming is often aimed at resuscitating markets and developing the private sector, there is limited evidence to support investments in these areas.
State-building has provided the framework for international engagement in countries affected by conflict for at least the past decade. Service delivery is considered one of the few viable ‘entry points’ into this complex enterprise, offering donors and agencies a relatively tangible means of supporting these processes.
Every year a quarter of all international aid – approximately US$15 billion – is spent on capacity development. However, despite the continued dominance of capacity development, results are frequently disappointing.

Livelihoods are fundamentally about what people do to meet their needs over time, including how they cope with and recover from shocks. Understanding how people do this is a central part of the work of the Secure Livelihood Research Consortium (SLRC).
This report synthesizes findings on livelihoods from quantitative and qualitative research projects conducted by SLRC from 2011 to 2016 in eight countries affected by fragility and conflict to varying degrees: Afghanistan, Democratic Republic of the Congo, Nepal, Pakistan, Sierra Leone, South Sudan, Sri Lanka, and Uganda.
Sexual violence in humanitarian settings is rarely reported as a security incident. This overview document presents incidents reported over a 27-month period. It includes data shared by Report the Abuse and incidents reported in open sources and by Security in Numbers Database (SiND) partner agencies. It does not present a representative sample, but instead provides insight into the nature of these incidents.

For at least 700 million children worldwide – and perhaps hundreds of millions more – childhood has ended too soon. The major reasons included poor health, confl ict, extreme violence, child marriage, early pregnancy, malnutrition, exclusion from education and child labor.
Now in its 10th year, the Emergency Response Fund Scheme (ERFS) was established to promote early action and reduce loss of life in a sudden humanitarian crisis. Irish Aid has just allocated €2.7 million to six humanitarian partners under the Scheme for 2017: Concern Worldwide, Trócaire, Christian Aid Ireland, Plan International Ireland, World Vision Ireland and Oxfam Ireland.
How does the Fund work?
The scheme is particularly geared towards the initial weeks after the onset of an emergency and targets those in immediate need.
