Message from our Regional Director

Despite numerous humanitarian challenges in 2017 in Africa, there were also a number of heart-warming accomplishments. A case in point, was when a local response of Red Crescent teams—and other partners—curbed Somalia's cholera outbreak through the power of local volunteers and shared international expertise. In terms of support to our members, 36 National Societies were able to kick start initiatives that built their capacity through seed grants.

Description of the disaster

The annual rainy season in Sudan usually lasts from June until October or November, affecting approximately 200,000 people each year. The rainy season this year started mid of July 2018, causing flash floods in the states bordering South Sudan and Ethiopia. These states include Kassala, Elgezira, Northern, West Kordofan and Sennar.

Summary of major revisions made to emergency plan of action:

This update is requesting a no-cost three months extension (new end date: 16 August 2018). This extension will allow the deployment of a DCPRR Delegate from the region and a RDRT to Sudan to support the Sudanese Red Crescent (SRCS) to review humanitarian context and inform operational strategies such as revision of emergency appeal or convert into country operational plan. The emergency appeal operation is currently underfunded (3%) while the needs on the ground remain high.

Appeal History and Background

• Disaster Relief Emergency Fund (DREF): on May 20, 2015, 178,980 Swiss francs were initially allocated from IFRC’s DREF to support the National Society set up the operations in five states.

• An Emergency Appeal was launched on 10 July 2015 for 3,934,859 Swiss francs to assist 389,930 beneficiaries for 12 months.

Summary of major revisions made to emergency plan of action

This update provides an overview on Sudanese Red Crescent Society actions for 18 months of the operation (10 July 2015 - 10 December 2016). Appeal coverage at the time of writing is 19%, donors are encouraged to support the appeal to enable SRCS provide assistance to the targeted beneficiaries through the planned activities as detailed in the Emergency Plan of Action (EPoA). A DREF loan of 178,890 Swiss francs was processed at the beginning of the APPEAL to support the startup of activities by SRCS.

EXECUTIVE SUMMARY

This report draws on some recent operational experiences of the ICRC to describe the theory and practice of the ICRC’s approach to humanitarian assistance in protracted conflict. The ICRC spends about two thirds of its budget on protracted conflicts. The average length of time the ICRC has been present in the countries hosting its ten largest operations is more than 36 years. Protracted conflicts are a major source of human suffering and a cause of protracted displacement, migration and development reversals.

Imagine a humanitarian convoy made up of hundreds of tonnes of rice travelling from one country to another- 2500 miles apart-for the benefit of people in need. That was the case recently when the ICRC New Delhi purchased 450 tonnes of rice from Burdwan in West Bengal, India, on behalf of ICRC headquarters, for distribution to beneficiaries across different Syrian cities where people are facing extremely difficult conditions because of the on-going armed conflict.

Description of the disaster

Clashes between government forces and armed movements in the Darfur region of Sudan has intensified in recent years severely impacting civilians. Inter-tribal tensions continued to spill over into clashes, causing displacement of civilians and disruption of basic services. Access to areas of active clashes remains largely restricted. Continued and sustained clashes 2014 and 2015 witnessed new displacements in the region and, as a result an increase in the humanitarian needs.
